Duties
  • Conducts and leads complex reviews and investigations of recipients/sub-recipients of federal assistance and the Small Business Administration offices for compliance with applicable civil rights laws, Executive Orders, rules and regulations, negotiates remedies, and prepares written reports of findings.
  • Independently plan, conduct, and report on pre- and post-award compliance reviews of recipients/sub-recipients of federal assistance, grant recipients and award nominees to evaluate personnel procedures, benefits and services to the public to determine whether they are
    provided on a non-discriminatory basis and whether good faith efforts have been made to assure equal opportunity.
  • Develops and presents evidence of systemic discrimination meeting applicable standards of proof.
  • Reconciles issues which are strongly contested and drafts corrective measures for systemic discrimination and findings of non-compliance, which require thorough knowledge of federal laws, regulations and guidelines.

      Qualifications

      GS-12: At least one year of specialized experience (equivalent to the GS-11 grade level in the Federal service) obtained in either the private or public sector that includes thorough knowledge of regulations, guidelines, procedures, and manuals governing civil rights compliance, and skill in applying them; and Independently plans and carries out compliance reviews determining the approach to take, issues to review, and questions to ask; and ensures nondiscrimination in programs and activities conducted or supported by the agency; and ensures equal employment opportunity for employees and job applicants.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

      TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
