Duties

As an Instructional Systems Specialist, you will:
  • Develop and plan the basic design and concept for Learning Management Service (LMS) courses.
  • Create a syllabus for each LMS course that lays out the content required. Work with key stakeholders to recommend content for LMS courses.
  • Develop the learning experience by incorporating visual appeal, graphics, and media into engaging course design. Design tests.
  • Manage multiple curriculum development projects simultaneously by prioritizing project deadlines.
  • Communicate with off-site development and support resources, as needed, including publishers and vendors, to ensure successful implementation of curriculum.
  • Evaluate all training experiences to ensure that credit unions are learning the competencies required to be successful in their jobs.
  • Identify and implement solutions for the training and education needs of credit unions.
  • Meet with agency program offices and subject matter experts to gather information, build business case analysis and provide professional guidance on the development of training courses for credit unions.
  • Assist in developing policies, plans, standards, and procedures.

      Qualifications

      Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

      To qualify for this position you must have at least one full year of specialized experience equivalent to the CU/GS-12. Specialized experience is defined as experience:
    • Developing online and web-based training programs for credit unions, banks, or other financial institutions;
    • Interpreting rules and regulations associated with the operations of financial institutions; and
    • Evaluating the effectiveness of an instructional program. In addition to meeting specialized experience requirements, applicants must also meet basic education requirements.

      Basic Education Requirements are as follows:
      Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to this position. The coursework must have included study in at least four of the following five areas:
    • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
    • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
    • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
    • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
    • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. Unofficial transcripts must be provided at the time of application or you will not receive consideration for this opportunity.

      SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy.
