Duties

Plan and perform/participate in liaison coordinated intelligence activities in partnership with the IC, U.S. Government agencies, the Office of the Director of National Intelligence (ODNI) elements, military, state, local, tribal, private sector partners, and foreign partners to leverage existing information sharing capabilities and align policies, standards, systems, and information.

Serve as Program Manager for the development, application, and communication of guidelines and procedures that support information sharing with partners (foreign, military, private sector, etc.) and assist in developing and continually improving a framework for managing the relationships between partners.

Coordinate and facilitate all aspects of partner visits with leadership and ODNI/National Counterterrorism Center (NCTC) counterparts, to include advancing coordination with partners, developing meeting agendas, preparing leadership for meetings, developing Memorandum for Records (e.g., meeting notes, after action reports), and monitoring the completion of follow-on actions.

Engage and facilitate collaborative activities with partners and other governmental agencies and represent the organization, as requested, in interagency working groups and, in doing so, effectively recognize value, build and leverage diverse and collaborative networks with these organizations.

Contribute to the planning, development, and oversight of Directorate component's strategic development plan and execution oversight and lead, as assigned, various activities supporting, administering and evaluating multiple aspects of the Directorate's and Directorate's components (e.g., Groups, Divisions) individual contributions and progress against stated objectives.

Lead collaborative efforts across the Directorate to develop meaningful, impact metrics and measures that reflect the value-added contributions of the Directorate and its components against both the Directorate's strategic plan(s) and various activities that might be identified by leadership to be of significance and interest to the Directorate.

Guide, plan, orchestrate and lead inter-agency and cross-directorate collaboration on programs and objectives, and evaluate and assess these efforts to ensure that they are successful.

Lead, manage, and organize U.S. Government working groups, meetings, boards, and other forums to exchange information, develop recommendations, resolve issues, and implement specific policies regarding partner relations issues.

Engage in and facilitate intelligence integration and effective coordination between the organization, U.S. Government agencies, and other partners, and in so doing improve leadership support, unit performance, and staff procedures.

Provide Executive Officer support, as defined, to assist and aide Directorate components in the execution and administration of effective Corporate-level task management, coordination, project oversight and coordination and other duties identified by the Directorate Chief Operating Officer as being of mission priority.

    Qualifications

    Extensive experience and knowledge of inter-agency coordination and operations to sustain effective working relationships with other U.S. Government departments, agencies, and centers.

    Extensive experience and knowledge working with IC elements to lead, design, implement, and deliver complex mission capability programs.

    Demonstrated ability to lead and support cooperative relationships within the U.S. Government and partners in protecting the U.S. and its interests abroad.

    Extensive knowledge of intelligence analysis, the intelligence life cycle, consensus building, as well as the application and integration of utilizing cooperative relationships within the IC, U.S. Government, and foreign partners in protecting the U.S. and its interest abroad.

    Demonstrated ability to develop effective plans for complex interagency projects, considering a diverse range of considerations, competing priorities, different mission perspectives, and objectives and ensuring that the activities can be successfully completed.

    Demonstrated ability to manage sensitive matters and/or complex problems, make key contributions to group efforts, and exercise appropriate leadership and initiative.

    Demonstrated interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment.

    Demonstrated experience leading complex, multi-agency, high-priority intelligence-related projects information technology and/or mission capability focused initiatives and delivering results having documented, positive, impact on the analysis, production and/or information sharing activities of the Community.

    Minimum of two years of related work experience managing multi-agency projects or programs within the Intelligence Community.

    Salary Determination:

    The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance.
    Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step.
    Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management.

    On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.

    Relocation Expenses: For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
