Job Overview

Orbis Operations is in search of a seasoned Strategic Operations Advisor to spearhead program evaluation initiatives within the US Intelligence Community. The Strategic Ops Advisor will also play a pivotal role in the execution of recommendations once they are embraced by the client. This position allows for engagement with a diverse array of key stakeholders, including senior-level officials, making it an exciting opportunity for a motivated, data-oriented consultant eager to contribute to impactful projects that enhance our client's mission delivery.

Key Responsibilities
  • Collaborate with team members and clients to develop, prioritize, and execute process enhancement and program evaluation tasks.
  • Formulate recommendations for modifications to policies, processes, communications, and training to facilitate the achievement of strategic objectives.
  • Design and implement research methodologies with actionable strategies for assessing the performance of organizational units, including the creation of performance metrics and effective data collection methods.
  • Conduct various research activities, including document reviews, structured interviews, and gap analyses, ensuring thorough stakeholder identification and logistical coordination for data collection.
  • Analyze qualitative and quantitative data to provide comprehensive insights into organizational strengths and areas for improvement.
  • Present findings and recommendations to the team at the operational level.
  • Create visual presentations to effectively communicate data and analysis.
  • Prepare detailed reports and presentations for senior leadership based on research activities, findings, and strategic recommendations.
  • Brief senior-level clients on research methodologies, activities, findings, and recommendations.
  • Engage in all-source intelligence research, analysis, and report writing/editing.
  • Potential for temporary duty travel.
Qualifications
  • A Bachelor's degree is mandatory for this position.
  • At least 5 years of experience in a consulting capacity within the Intelligence Community.
  • A Master's degree in business, social science, or behavioral science is preferred but not essential.
  • Experience in the East Asian Area of Responsibility (AOR) is advantageous.
  • U.S. Citizenship is required.
  • An active TS/SCI clearance with a Polygraph is necessary.
  • Must possess a Bachelor's degree and a minimum of 5 years of relevant experience in roles such as analyst, targeting officer, technical targeter, desk officer, operations officer, or reports officer within the Intelligence Community.
  • Exceptional analytical and problem-solving skills.
  • Strong oral presentation and briefing capabilities.
  • Knowledge and experience in all-source intelligence analysis fundamentals.
  • Familiarity with the client's report writing standards.
  • Meticulous attention to detail and the ability to manage project communications effectively.
  • High level of personal integrity and strong interpersonal skills, capable of working independently and collaboratively.
  • Ability to thrive in a dynamic environment, managing multiple tasks and meeting deadlines.
  • Proficiency in an East Asian language (ideally achieving a 2/2 ILR score or the ability to reach that level quickly).
  • Relevant certifications in targeting, desk operations, or strategic communications.
  • Experience with SIGINT, GEOINT, and Technical Targeting methodologies.
  • Proficient in software and databases utilized for research and analysis in support of U.S. Government operations.
  • Ability to engage in prolonged periods of desk work and video conferencing.
  • Willingness to attend planned meetings within the designated operational area.
