Main Purpose of Job

The\r
Maryland Department of General Services (DGS) is looking to hire a talented and\r
experienced leader to serve as the Director for the Office of Performance\r
and Innovation.� This position will\r
play a pivotal role in developing, implementing, and overseeing the agency's\r
performance metrics across all DGS divisions. The position will oversee\r
comprehensive human-centric performance and the build-out, implementation, and\r
adoption of a continuous improvement program that stretches across the entire\r
agency, to enhance efficiency and effectiveness across all divisions. This\r
position will play a pivotal role in fostering a culture of continuous\r
improvement, ensuring timely and comprehensive responses to challenges, and\r
optimizing operational processes that are designed with a deep understanding of\r
the human and behavioral elements of a high-functioning organization. The\r
successful candidate will manage a team of analysts dedicated to providing\r
trend analyses, data visualization, and other essential process improvement\r
functions. Additionally, this role will contribute to the creation of the\r
agency's Strategic Plan by providing critical insights into the effective\r
measurement of short, medium, and long-term goals.\r

POSITION DUTIES

Strategic Leadership:�\r
\r
- Develop and implement a\r
comprehensive performance management, process improvement, and innovation strategy\r
for the agency.�\r
- Co-create and maintain\r
performance metrics to evaluate the effectiveness of various DGS divisions\r
within the agency.�\r
- Drive a culture of continuous\r
improvement and accountability throughout the organization.�\r
- Lead, mentor, and develop a\r
team of data analysts; foster a collaborative and results oriented work\r
environment, and ensure continuous professional development opportunities.�\r
\r
\r
Data Analysis and Visualization:�\r
- Participate in and/or oversee\r
the collection, analysis, and reporting of performance data.�\r
- Guide data analysts in\r
performing trend analyses and creating visualizations to support\r
decision-making.�\r
- Ensure the accuracy and\r
integrity of performance data.�\r
\r
\r
Process Improvement:�\r
- Work with unit heads to\r
identify opportunities for process improvements and operational efficiencies\r
within the department.�\r
- Implement best practices and\r
innovative solutions to enhance agency performance, and collaborate with managers\r
to develop and execute improvement initiatives.�\r
\r
\r
Strategic Planning:�\r
- Participate in the development\r
of the agency's strategic plan.�\r
- Provide critical insights into\r
the measurement of short, medium, and long-term goals.�\r
- Work with senior leadership to\r
align performance metrics with strategic objectives.�\r
- Assist in defining key\r
performance indicators to track progress towards strategic goals.� � � �\r

Reporting and Communication:�\r
- Prepare and present performance\r
reports to senior leadership and stakeholders.�\r
- Communicate performance\r
insights and recommendations clearly and effectively.�\r
- Serve as the primary point of\r
contact for performance management inquiries.�\r
- Serve as DGS's liaison to the\r
Governor's Office of Performance Improvement (GOPI).�\r
- Serve as DGS's representative\r
on the Governor's Performance Improvement Council.\r

DESIRED OR PREFERRED QUALIFICATIONS

\r
Education:\r
- Bachelor's degree in a related field is required; Master's degree is preferred.\r
\r
\r
Experience:\r
- At\r
least 7 years of professional experience in process improvement, organizational\r
development or organizational change, innovation, or a related field.�\r
- Experience\r
leading large-scale change initiatives and continuous improvement\r
programs.�\r
- Proven\r
track record of managing cross-functional teams and projects, and\r
experience developing and implementing performance measurement systems.�\r
- Experience\r
with human-centered design principles and their application in\r
organizational development is preferred.�\r
- Strong\r
background in data analysis and performance metrics to drive\r
decision-making and improvement initiatives is preferred.�\r
- Ability to work in a fast-paced\r
environment; strong analytical skills, and strong written and verbal\r
communication skills.\r
