The Department of Public Safety and Correctional Services (DPSCS) is seeking\r
a dynamic and results-oriented Chief Financial Officer, Director of Financial\r
Services, to lead our financial operations. The Department of Public Safety and Correctional Services is\r
one of the largest departments in Maryland with nearly 10,000 employees and a\r
budget of more than $1 billion. In order to fulfill our mission of promoting\r

innovative restorative justice projects that will help offenders reintegrate\r

POSITION DUTIES

\r
This position serves as the Chief Financial Officer, Director of Financial Services overseeing all financial operations for the Department. The incumbent will develop and implement financial strategies, manage a substantial budget, ensure compliance, and provide strategic financial leadership.\r
Key Responsibilities\r
\r
Develop and implement comprehensive financial strategies aligned with the department's mission and goals.\r
Manage an operating and capital construction budget of over $1 billion.\r
Ensure compliance with all state and federal financial regulations and reporting requirements.\r
Provide strategic financial advice and analysis to executive leadership.\r
Lead a team of financial professionals and develop their capabilities.\r
Foster strong relationships with key stakeholders, including legislative bodies and oversight agencies.\r
\r
Essential Job Functions\r
\r
Direct and supervise the Collections and Accounting Unit, ensuring accurate and timely collection and disbursement of funds.\r
Oversee financial accounting operations, including payroll processing, budget disbursements, and regional fiscal office support.\r
Prepare and manage the annual operating budget, including budget development, review, and defense.\r
Develop and implement financial policies and procedures, maintaining the department's financial operations manual and chart of accounts.\r
Ensure compliance with statutory and regulatory mandates, including grant management, employment contracts, and legislative audits.\r
Assist management in exercising budgetary control, monitoring expenditures, and identifying potential over-expenditures or deficiencies.\r

Assign and delegate workload to staff, implementing a cross-training program for efficient resource utilization.\r
Communicate effectively with senior management, departmental staff, and external agencies.\r
Provide advice and assistance to fiscal officers in establishing internal controls and monitoring audit recommendations.\r
Ensure timely review and approval of agency requests and submissions.\r
Meet submission deadlines for budget requests, expenditure projections, and other required reports.\r

MINIMUM QUALIFICATIONS

Applicants must meet all minimum qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r
Education: A bachelor's degree from an accredited college or university in Finance, Accounting, Business Administration, Public Administration, or a related field.\r
Experience: Eight (8) years of progressive financial experience managing financial operations in a senior role; including four (4) years of experience managing large-scale budgets (over $500 million) and/or capital construction programs. Experience with financial and accounting software systems, with specific experience in statewide systems.\r

DESIRED OR PREFERRED QUALIFICATIONS

Professional Certification: CPA (Certified Public Accountant) or other industry certification\r
Experience working in a public sector or governmental organization with a similar scale and complexity\r
In-depth understanding of federal, state, and local payroll tax regulations and compliance requirements, including experience with payroll audits and reporting\r
Proven track record of success in implementing financial policies and strategies\r
Experience in preparing and defending budget requests to senior management, legislative bodies, and other oversight agencies.\r
