PURPOSE OF POSITION:
Responsible for the business operations, staff management, golf course maintenance, facility management, coordination
and promotion of recreational activities at the Oak Knoll Golf Course; establish partnerships and professional relationships
with the business community to market and promote usage of golf course amenities.

DISTINGUISHING CHARACTERISTICS:
This is a full-time supervisory position with Ashland Parks and Recreation where incumbents plan and implement a wide
variety of activities, including programs and events, to promote recreation and other programs.

SUPERVISION RECEIVED: Receives general supervision from the Parks Superintendent.

SUPERVISORY RESPONSIBILITIES:
Directly supervises all golf course operation and maintenance staff, temporary and part-time employees, contracted
instructors, and volunteers.

ESSENTIAL JOB FUNCTIONS:

Promote Oak Knoll Golf Course amenities to the public and manage all course activities to meet goals set by the Ashland
Parks and Recreation Commission.


Develop and implement new or expanded recreational, educational, and social activities, and special events for the
community, golf course enthusiasts and players at all levels; explore and evaluate expanded or alternative uses of the golfcourse and its facilities in meeting community needs; use effective communication strategies for customers, general public,
Parks and Recreation staff, and associated organizations to promote inclusion in golf and non-golf activities at the golf
course.


Develop, implement, and maintain cost recovery strategies at the golf course to support sustainable golf and maintenance
operations; manage the golf course budget, track expenditures and revenues and ensure that costs are held within
budgeted amounts as outlined by the Parks and Recreation Director.


Responsible for outreach to build awareness and promote utilization and involvement of golf course events and programs
by the broader community; ensure that notification to the media, reports and other information materials for publication are
accurate and effective.


Organize, implement, and enforce policies and procedures for golf course clubhouse business operations including product
inventory, quality control of amenities, facility maintenance, and internal/external customer service. Evaluate strengths and
weaknesses of golf course facilities and amenities; make recommendations to various APRC management and/or
committees to address needs.


Supervise all golf course staff, organize, and prepare work schedules, establish staff training programs, completes staff
evaluations and discipline. Effectively communicate and coordinate with all Parks and Recreation staff. Oversee operations
of the golf course including standards of customer service in-person and on phones, cash handling, as well as proficiency in
operation of the Sportsman and SmartRec programs; manage food and beverage service procedures in the clubhouse and
on the golf course.


Develop and apply appropriate tools and reports for monitoring, analyzing, and evaluating recreational and program
activities to ensure program standards are met, including participant data, financial performance, and quality control of
amenities and customer service expectations.


Manage areas of responsibility with understanding of and adherence to City of Ashland & APRC budget management
policies including contracting and purchasing requirements. Communicate with and assist Parks and Recreation office staff
with customer service needs related to golf course activities.


Manage all grounds and golf course maintenance activities, establish priorities and procedures, manage maintenance
budgets, ensure the safety of all visitors, organize, and implement facility and maintenance projects.


Undertake special projects as assigned from conception to completion including needs assessments, project management,
grant writing, fundraising and other implementation strategies to achieve goals. Participate in and/or lead various committee
meetings including preparing and delivering presentations, reports, and managing meeting agendas and minutes.


Must be willing and able to work evenings, holidays, and weekends as necessary.

MINIMUM QUALIFICATIONS:
Education: Possession of a Bachelor's degree from an accredited college or university, with an emphasis in business
administration, horticulture, golf management, or a related field.
Experience: A minimum of three (3) to five (5) years of experience in golf course business operations or golf course
maintenance management.
Substitution: Any satisfactory equivalent combination of education, training and experience that demonstrates the
knowledge, skills, and abilities to perform the duties of the job proficiently may substitute for the above requirements.
Desirable Qualifications: Golf Course Superintendent certification, PGA professional certification, experience in small
business management, experience in management of public golf courses.


SPECIAL REQUIREMENTS
License: Possession of, or the ability to obtain and retain an Oregon driver's license may be required. Possession of or
ability to obtain Oregon Liquor Control Commission service permit.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of: Mission and goals for APRC. Functions, principles and practices of golf course management. Oral and written
communication skills, correct English usage, grammar, spelling, punctuation, and vocabulary. Management principles and
practices to lead work groups to desired outcomes. Use of modern communication technologies to access and circulate
accurate information. Investigating and understanding changing customer needs and market trends. General principles of
playing golf, golf course operations/maintenance, and recreational requirements of community members using golf courses.
Managing accountability for staff members to meet standard performance criteria. Management practices and principles to
support an effective and safe working environment.


Ability to: Establish and maintain productive relationships to meet organizational goals. Modify approach to management
when appropriate to reach organizational goals. Seek out and communicate information effectively from a variety of
sources. Generate, explore, develop, and implement new ideas with input from stakeholders, APRC and staff. Identify
professional development opportunities to improve performance for all golf course Staff. Establish and model standards
promoting quality service and attention to detail as well as continually seeking improvements in processes and products.
Develop and implement plans to advance golf course operations and maintenance to meet departmental goals. Use
appropriate management techniques to direct, collaborate, and empower staff to meet organizational goals. Identify,
recommend solutions and solve problems using factual information and sound judgment. Create and maintain a functional
work environment for staff including internal communication and regular evaluation practices. Communicate effectively both
orally and in writing; establish and maintain cooperative and effective working relationships with others. Recognize and
address golf course and facility maintenance issues and safety issues in a timely manner. Enter data and retrieve
information from various computer systems for necessary duties. Operate a personal computer and other electronic
equipment, including field entry devices and cellular phones. Speak in public and make effective presentations before
groups.
Prepare clear and concise reports and correspondence.
