Main Purpose of Job

The Maryland Department of Labor Division of Maryland Unemployment Insurance (DUI) is currently seeking a qualified\r
candidate to fill the position of Director of Policy in the DUI. This is a key leadership role responsible for developing,\r
coordinating, and implementing DUI policies and initiatives for both the UI Benefits Division and Tax. The position involves\r
collaborating with division and agency leadership, as well as various inter-agency departments, elected officials, and\r
external stakeholders to assist in developing necessary division policies and directives that align with the division/agency's\r
mission and values. Additionally, this position provides supervisory oversight for the division's policy, communications,\r
and quality assurance divisions.\r

POSITION DUTIES

The responsibilities of the Director of UI Policy and Planning are as follows:\r

Lead the development and implementation of policy initiatives and strategic priorities in alignment with the agency and divisions goals and values.\r
Conduct research, analysis, and data-driven assessments to inform policy recommendations and decision-making processes.\r
Collaborate with internal and external departments, agencies, and elected officials to identify emerging issues, trends, and opportunities for policy changes.\r
Develop policy proposals, directives, action plans, and implementation strategies.\r
Monitor legislative and regulatory developments at the local, state, and federal levels, analyzing their potential impact on program operations and priorities.\r
Oversee the preparation of briefing materials, presentations, and reports for agency and division leadership, elected officials, and internal and external stakeholders on policy issues, options, and recommendations.\r
Provide policy analysis and guidance to program leadership, and department heads to assist in making informed decisions and prepare strategic plans.\r

MINIMUM QUALIFICATIONS

Education:�Bachelor's degree in public policy science, public administration, or a related field. (Must upload a copy of college degree or transcripts).�\r
\r
\r
Experience:�Five year's experience in public policy arena with emphasis on policy development (either with non-profit, state or federal legislative office or regulatory agency). Three years of supervisory experience managing or leading teams, overseeing and coordinating the general operations of a unit, applying rules and regulations or taking responsibility for developing policies or procedures.\r

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving�staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or�coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for- year basis for the required experience.\r

Extensive experience in policy development, analysis, and implementation, preferably in a governmental or public sector setting.\r

Demonstrated leadership and project management skills, with the ability to lead cross-functional teams and manage multiple projects and priorities simultaneously.\r

Masters or other advanced�degree preferred in public policy science or� public administration\r
Strong writing and research skills required.\r
Demonstrated ability to effectively multitask, make informed decisions, use independent judgment, establish priorities and provide clarity to senior leaders.\r
Some travel is required.\r
Has political expertise and strategic thinking, with the ability to navigate complex political environments\r
Familiarity with policy analysis tools, methodologies, and best practices.\r
