Position Description

The position is in the Office of Community Safety and is assigned to the Minneapolis Police Department (MPD).

The Strategic Communications Coordinator provides the City of Minneapolis stakeholders the right information, right when they need it. This position develops and executes integrated communication strategies and tactics for both internal and external audiences to advance organizational goals and priorities. This includes administering specific multi-channel communications about policies, services, initiates, priorities, accomplishment, and other government business to ensure the general public, Minneapolis residents, City employees, stakeholders and other targeted audiences receive accurate, timely information about MPD and community safety.

Work Location:
This position currently works on-site only.

Anticipated Salary:
Anticipated starting salary range: $75, ,464.96/annually, depending on qualifications.

Job Duties and Responsibilities
  • Collaborate with the Office of Community Safety Communications Director, MPD Chief of Staff, enterprise leadership, including elected officials, department heads and other staff, to develop and implement strategic communications plans that meet their objectives and communicate effectively with their audiences.
  • Research, write, edit and produce content for the MPD's website, social media accounts, mass emails, newsletters, video productions, news releases, cable TV channel, articles, fact sheets, brochures and other print and digital materials.
  • Oversee internal and external communications channels, including GovDelivery (mass emails), the MPD's website and intranet, social media accounts, and others.
  • Develop and maintain good relationships with key contacts, including department heads.
  • Supervise communications projects from concept to production, including plan development, content generation, graphic design, and print and digital components.
  • Provide design direction and project management guidance to video and creative staff/vendors.
  • Set up quantitative and qualitative research tools (such as surveys, questionnaires and website analytics) to gather data to inform communications strategies. Monitor and measure the results to demonstrate the reach of communications and adjust tactics as needed.
  • Assist with creating marketing and communications strategies to strengthen the MPD's brand, including the recruitment and retention efforts for officers/first responders.
  • Help plan and execute communications for large enterprise-wide and citywide events as well as crisis situations, including those involving potentially controversial or negative matters.
  • Consult with enterprise leadership, including elected officials and department heads, on communications strategies for sensitive topics.
  • Work with other jurisdictions and partner organizations at the local, county and state level to coordinate and amplify communications efforts.
  • Prioritize plain language, accessibility, the City writing style and culturally relevant communication to effectively connect with audiences across different levels of the enterprise and in various communities around the city.
  • Create communications tools and resources to support departments and employee resource groups.
  • Develop and conduct trainings for MPD employees in communications-related subjects.

Required Qualifications

MINIMUM EDUCATION:

Bachelor's Degree or equivalent in mass communications, marketing, journalism, public relations or a related field.

MINIMUM EXPERIENCE:

Five years of related work experience.


EQUIVALENCY:

An equivalent combination of education and highly related experience in a similar environment may be considered.

Selection Process

The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check

The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.

Drug and Alcohol Testing

All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement

The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire 2 (two) months after it has been established.

Interview Selection

The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list.
