Federal Student Aid's (FSA's) Deputy Chief Operating Officer for Finance and Performance is responsible for managing, directing, and advising FSA leadership, organizational segments, and other senior officials on matters related to financial management, financial systems, budget and accounting, program analysis and evaluation, internal controls, cash management, credit management, and debt management policies, standards and compliance guidelines, performance management, and enterprise risk management. Oversees corrective actions relating to financial audit recommendations.
The position requires outstanding leadership, executive ability, professional judgment, technical knowledge, and wide practical experience in the fields of financial management and administration. As directed and authorized, approves planning, budget formulation, and implementation of legislation affecting financial management.
Collaborates with the Department's Office of Finance and Operations; Budget Service within the Office of Planning, Evaluation, and Policy Development; the Department's Performance Improvement Officer; and the Office of Management and Budget on behalf of FSA. Represents FSA in meetings with other Federal agencies and external groups. Participates in cross-agency efforts, particularly to improve FSA management and operations. Specifically, the incumbent leads the following organizational responsibilities:
FSA Budget. Oversees FSA's budget formulation, justification, and execution; produces financial analysis; processes travel authorizations and payment, reimbursements, invoices, and administrative payments; and produces budget reports and forecasts. Coordinates efforts with Budget Service within the Office of Planning, Evaluation, and Policy Development.
FSA Financial Management. Leads FSA's accounting and financial operations. Manages the accounting lifecycle; oversees FSA payment processing, including tracking of receivables and payables; manages FSA financial statement audit activities; oversees the internal control and improper payment programs; develops FSA accounting policy; and produces reliable financial reporting, including the Annual Report. Coordinates work with the agency's Office of Finance and Operations.
FSA Financial Management Systems. Oversees the operation, maintenance, development, testing, and security of the Financial Management System. Manages system interface activities for the FSA general ledger, accounts payable, and accounts receivable transactions between FSA, the Department, and the U.S. Department of the Treasury. Performs configuration management, audit support, and integration between the Finance Office and other FSA offices. Coordinates work with the agency's Office of Finance and Operations.
FSA Performance Management - Helps FSA boost organizational performance and promotes project management best practices. Responsible for providing enterprise solutions and support in strategic planning; performance measurement and reporting; and program assessment, evaluation, and improvement for FSA and the Department of Education. Facilitates strategic decision-making FSA-wide and is responsible for integrating strategy, risk, and performance for strategic goal management and reporting. Provides a wide range of consulting services to solve complex business problems and improve organizational performance. Provides best-in-business program and project management services by aligning projects with strategy and applying a standard approach to program and project management. Promotes a performance-driven culture by unifying FSA around performance and outcomes.
FSA Risk Management - Designs and executes FSA's Enterprise Risk Management system by identifying and tracking organizational and programmatic risks and mitigation strategies. Works closely with first line partners and leaders to provide strategic frameworks to facilitate effective risk management practices at various levels of the organization (enterprise, program, and project), providing guidance, training, tools, and templates to identify and manage risks.

Qualifications
EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. If you fail to do so, you will be rated as 'ineligible.' You should provide 2 written examples for each ECQ and your ECQs should not exceed ten (10) pages total. When uploading your ECQs, choose the Supporting Document Type called ECQ.
ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualification. You must address each technical qualification separately. You must limit your narratives to two (2) pages per technical qualification. When uploading your MTQs, choose the supporting Document Type called MTQ.
MTQ 1: Knowledge of federal budgeting, accounting, and reporting processes and demonstrated experience in integrating organizational outcomes and program funding.
MTQ 2: Demonstrated experience in organizational performance and risk work, including implementing Government Performance and Results Act Modernization Act requirements as well as Office of Management and Budget circular A-11 and A-123 guidelines.
When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.
Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.
