Position Summary

The University of Southern Indiana is accepting applications for Public Safety Officer.

Provide primary coverage for the public safety - security function for university property, students, faculty, visitors and staff.

Duties/Responsibilities

Provide a 24/7 presence on the campus, student housing and other university property.

Enforce university rules and regulations, local, state and federal laws as prescribed by the Board of Trustees.

Patrol on foot, bicycle, or in vehicle university buildings, housing, and grounds to protect property, assets and persons from theft, fire, vandalism, disturbances and safety hazards. Investigate and report potential hazardous, unlawful activity, unusual or suspicious conditions or activities and initiates the appropriate actions necessary to protect persons or the university assets.

Make routine and non-routine security checks of buildings and grounds. Unlock and lock doors utilizing manual and electronic locking mechanisms, and according to schedules and instructions.

Monitor radio and other communication devices and respond to calls for service including but not limited to distress, domestic disputes, and complaints of alleged unruly activity. Assess and bring situation under control. Take statements from victims and witnesses. Provide appropriate or additional assistance if requested from public safety or other agencies.

Respond to and investigate fire, search and rescue, security, emergency and building alarms; clears traffic and provides support to emergency personnel; provides emergency medical response until relieved by equal or higher qualified emergency responders. May be required to provide transportation for injured or ill students to the University Health Center. Rescue persons trapped in elevators.

Respond to and reports traffic accidents. Assess extent of personal injuries and provides medical assistance until relieved by outside responders. Take statements from victims and witnesses. Assist with extracting victims and lifting individuals onto stretchers and into medical vehicles. Direct the removal of vehicles involved.

Prepare and write reports for investigations of violations of university policy, all crimes, injury/illness complaints, traffic accidents, fire alarms, property damage, thefts, disorderly conduct, animal complaints including their capture, and other incidents occurring on or related to the University.

Communicate with appropriate university departments about safety or security irregularities occurring on university property or involving faculty, staff, students or visitors.

Deliver disciplinary or other documents to university staff, faculty, students or others as directed.

Participate in the formal investigation of violations by searching scenes, search and seizure, logging evidence and following prescribed procedures to preserve and protect evidence. Interview victims and witnesses and conduct neighborhood checks.

Prepare and submit to superiors all required reports and summaries of activities according to the established department deadlines.

Testify in on-campus disciplinary hearings and criminal/civil court as required by department policies and procedures.

Enforce campus traffic regulations. Identify traffic offenders, verify license and registration data. Educate drivers on safe driving practices and issue warnings or citations as warranted.

Provide courteous customer service to students, faculty, staff and visitors. Assist persons on campus with a variety of public services such as sickness, injury, directions, vehicle/foot escorts, assisting stranded motorists, jump starting vehicles, airing of vehicle tires, supplying minimum amount of gasoline, lost and found property, money escorts for university personnel, and assisting with vehicle and building unlocks.

Direct vehicular and pedestrian traffic on campus as directed or as needed.

Mobilize motorized vehicles when required.

Provide security and crowd control at campus demonstrations, exhibits, sporting events, dances, and other events.

Prevent individuals from injuring others by using physical restraint if necessary.

Maintain the appearance and serviceability of patrol vehicle, all issued uniforms and/or required equipment and supplies.

Operate and effectively utilize safety equipment including, but not limited to fire extinguisher, portable oxygen and defibrillator.

Monitor and notify University community of inclement weather and other information using the numerous means of communication including RAVE, radio, telephone, email, voice enunciator, public address or other methods as available.

Attend prescribed in-service and/or training programs for certification/recertification in specialized enforcement and medical areas as assigned or required.

Attend professional development courses and in-service training.

Complete Federal Emergency Management Agency (FEMA) and National Incident Management Systems (NIMS) courses as required by Public Safety.Request assistance from other agencies or officials when appropriate.

Upon request, provide mutual aid to other emergency agencies.

Assist in field training of new staff.

Provide information at orientation fairs and other university events.

Occasionally, be required to perform dispatch duties, such as receiving emergency and non-emergency calls for assistance, gather essential information, monitor fire alarms and other systems, and provide information to internal departments and external organizations as needed to determine the appropriate response and dispatch appropriate personnel. Record dispatch information in computer and update statuses.

Other related duties as assigned.

Required Knowledge and Skills

High School diploma or GED.

Knowledge of security enforcement methods and techniques.

Ability to enforce university policy, rules, regulations, and enforce laws firmly, tactfully and consistently.

Ability to ascertain facts through personal contact, observation and the examination of records.

Must have keen observational skills and the ability to remember names, faces and places.

Ability to analyze routine and complex situations and to adapt quickly, effectively and reasonably courses of action.

Ability to use communication as means of crisis de-escalation, tactical communication and crisis intervention tactics.

Ability to physical defend one-self and others.

Ability to maintain composure, react quickly, perform effectively in stressful situations; refrains from overreacting when subjected to physical or verbal abuse; exercise restraint and use the minimum amount of energy necessary to handle a given situation. Ability to assert self when necessary to exert control over others.

Must possess excellent listening and oral communication skills, effective even with unpleasant, angry, or discourteous individuals and in difficult situations. Also, must possess clear written communication skills suitable to emailing and to creating reports for internal and external individuals. Communications, both oral and written, must be fact-based and clear to others. Interview persons with goal of eliciting useful and accurate information.

Have knowledge of substance (drug and alcohol) awareness.

Understand, interpret and keep informed of all applicable rules and regulations of the University, especially the Student Code of Conduct. Explain said policies and regulations to faculty, staff and visitors as needed.

Must be familiar with the operation of a computer and have basic keyboarding skills.

Must be able to establish and maintain effective working relationships with other public services agencies, University students, faculty, staff and visitors.

Ability to maintain confidentiality.

Status is deemed "essential employee." Required to report to duty assignment 24/7.

Must possess and maintain a valid driver's license.

Candidate must either have upon hire or successfully obtain within one year of employment and based on classroom availability, and thereafter maintain the following certifications:

• Healthcare Provider CPR, AED, Standard First Aid.

• Emergency Medical Technician (EMT-B) or Emergency Medical Responder (EMR).
(In order to obtain certifications, one must pass the third-party provider's criminal background check and physical examination which includes a drug screening, must have current immunization records including TB test and hepatitis B vaccine.)

• National Incident Management System (NIMS).

• FEMA Courses.

• Hazardous Materials for First Responders.

• Technical Rescue Awareness for First Responders.

• Hazmat Awareness.

• Critical Incident Training (CIT).

• Other internal training and certifications, recertifications or specializations as assigned or required.The ability to work a rotating shift as necessary to meet department need, including first, second, and third shift hours

Preferred Knowledge and Skills

Two years of college coursework.

One year of security related, law enforcement, first responder or military related experience.

Regular Work Hours/Travel Requirements

Standard work hours:
1st shift: Rotating days off, 7:00 a.m. to 3:00 p.m.
2nd shift: Rotating days off, 3:00 p.m. to 11:00 p.m.
3rd shift: Rotating days off, 11:00 p.m. to 7:00 a.m.

Occasionally, standard work hours may be revised to meet special assignments.Frequent overtime may be required.Some travel may be required for training or continuing education and University events.
