OverviewThe Program Manager (PM) has authority to act on behalf of the contract and has full responsibility for the overall effective management and allocation of the personnel and resources necessary to meet all contract specifications.

The PM is knowledgeable and experienced in all aspects of project operations defined by the PWS.

The PM is physically located in Oahu, HI, and may be required to periodically visit NCTAMS PAC customers on site throughout the year.

The PM performs overall managerial duties necessary for the successful performance of the program.
The PM provides direction and guidance to Managers within the contract.
The PM serves as the primary point of contact for the day-to-day operations of each requirement in the PWS.

The PM is required to be reachable by the KO and Contracting Officer Representative (COR) at all timesResponsibilitiesOversees development, implementation and application of O&M and management control procedures for the program.

Ensures quality standards are applied to all levels of the work and measured for effectiveness.

Maintains an accurate listing of all key personnel with contact information and provides it to the COR as changes occur.

Designates an individual authorized to act in the PM's absence.

Establishes policies and procedures for performance and control of contract related management functions and the management and supervision of technical support.

Directs/monitors the development of program operating procedures.

Ensures maintenance and operations of Government systems, infrastructure, and other services are provided as required in support of the program.

Monitors the performance of the program.
Monitors budget and contractual performance.
Oversees Management and submission of CDRL reports as required.
Performs other duties and assignments as required.
Establishes and maintains a strong, working relationship with the KO/COR.

QualificationsQualificationso Minimum Qualification:

o Education/Certifications:
o BA/BS
10 years' experience, or MA/MS/MBA
8 years' experience required.

o Project Management institute (PMI):
Project Management Professional (PMP) Certification Preferredo

Experience:


o A minimum of 10 years' general experience which provides a good basis or general knowledge of the principles of organization, management, and administration.

o Must be experienced in operating administrative or managerial activities in the IT sector.
o Experience in planning personnel requirements, changing mission requirements, and military correspondence.
o Knowledge and understanding of the Navy's Chain of Command.

Specialized areas of experience include IT support, working with subcontractors, development of Rough Order of Magnitude (ROM) and proposals, implementation of contract modifications, interactions with the KO and COR.
