For further insights into OSDE, please visit our website at SUMMARYThe Program Director, Data & Accountability, at the Oklahoma State Department of Education (OSDE), is a strategic and task-oriented leadership role reporting to the Chief Strategy Officer.

This position plays a pivotal role in the development, oversight, and management of academic accountability systems for both state and federal programs.

The Program Director leads a team responsible for translating complex data into actionable insights that drive educational improvements and ensure compliance with state and federal regulations.


Please note:
this role does not allow for any form of remote work, including telecommuting or hybrid arrangements. The nature of this position necessitates a consistent in-person presence.

MINIMUM QUALIFICATIONSMaster's degree in education, statistics, data management, or related field [official transcripts required upon hire];Eight (8) years of progressively responsible experience in education data management, accountability, or related fields.

Knowledge & Expertise:
Strong knowledge of state and federal accountability reporting requirements and educational data regulations. Proficiency in translating complex statistical concepts into understandable language. Experience with policy development and legislative engagement. Strong analytical skills with a deep understanding of statistical research and evaluation methods. Familiarity with educational assessment systems and reporting standards. Proven track record of effectively implementing data governance practices.

Strategic Planning:
Lead the development of long-range plans, goals, and objectives related to academic accountability and data-driven decision-making. Continuously assess and enhance data collection, analysis, and reporting processes to maximize efficiency and accuracy.

State Education Accountability System:
Develop, oversee, and manage academic accountability reports for state and federal programs. This includes the state-sponsored School Report Card and various academic and performance reports.

Lead all aspects of the operation and implementation of the State Education Accountability System, ensuring its alignment with state goals and mandates.

Manage functions and processes related to Oklahoma's Accountability Framework card and accountability standards, ensuring accuracy, transparency, and compliance.

Communication and Public Understanding:
Translate intricate statistical concepts into accessible language for the general public, promoting understanding of accountability and assessment data

Compliance:
Ensure strict compliance with state and federal assessment and accountability measures, guiding senior leadership on the Oklahoma Accountability System

Research and Analysis:

Supervise critical analysis of research and activities pertaining to the Oklahoma Accountability System and the PK-12 Education Assessments System.

Apply deep analytical skills and a profound understanding of statistical research and evaluation methods to interpret complex data and provide actionable insights.

Ensure alignment with educational assessment systems and reporting standards, making data-driven recommendations for improvement.

Policy Development:
Collaborate with OSDE General Counsel and Oklahoma State Legislature to draft language for policies and laws ensuring education accountability and compliance with federal and state laws

Stakeholder Engagement:

Provide written and oral testimonies to the State Legislature and State Board of Education on accountability and assessment laws.

Collaborate with the Office of Communication to inform stakeholders of accountability system changes.

Data Access and Transparency:
Work with relevant departments to enhance data access through the OSDE website, ensuring compliance with transparency requirements

Data Governance:
Implement and oversee robust data governance practices to ensure data quality, security, and compliance with educational data regulations. Supervise data governance efforts, defining and documenting data standards, management processes, controls, and decision-making jurisdiction.

Data Quality:
Ensure accuracy, timeliness, and completeness of educational data through rigorous data quality standards and supervisory oversight

School Improvement Support:
Collaborate in school improvement efforts by reviewing, evaluating, and interpreting changing legislation, policies, and education trends related to assessments and accountability

Representation:
Serve as the state representative on data and accountability by attending meetings, conferences, and preparing summaries for key stakeholders
