    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of formulating and/or monitoring the execution of long-range detailed budget forecasts and plans to find the implementation of substantive programs and projects. Work involves supporting budget analysts, cost analysts, trainee personnel in the accomplishment of command level budget/programs. The branch is the command focal point for funds, control, prior year funds management, command financial policy/guidance, civilian pay, overseas contingency operations and cost and economic analyses. This position performs work such as receiving approved funds from Air Staff and controlling the reallocation of funds to all levels of the organization command wide. This division and its work have coverage which encompasses a major metropolitan area.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Expert knowledge of financial management methods, practices, procedures, regulations, policies, and processes.
    2. Detailed knowledge of missions, functions, goals, work processes, and sources of funding pertinent to ACC programs/organizations.
    3. Expert knowledge of sources of funds and of financial and cost guidelines, such as new or revised legislation, Resource Management Decisions (RMDs), Programming Decision Memoranda (PDMs), the POM process, and Program Budget Decisions (PBDS).
    4. Knowledge of automated data processing concepts and systems capabilities to accomplish financial/budget/programming/funding tasks; AND Knowledge of and ability to apply personnel management regulations, policies, principles and practices.
    5. Expert skill in the application of analytical methods and techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses; AND Expert skill in formulating, justifying, and/or analyzing requirements of financial programs and requirements.
    6. Ability to gather, assemble, and analyze data to prepare and defend financial estimates and program requirements, develop alternatives, funding requirements, and make recommendations to resolve financial/funding problems and provide policy and guidance; AND Ability to communicate effectively, both orally and in writing, to justify, defend, present, advocate, and/or advise on financial processes, actions and decisions.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
