HORNE seeks experienced professionals to work within the Government Services practice group supporting post-disaster recovery efforts. Successful applicants should have a minimum of 2 years' experience in public administration, government, policy, compliance, or related field. You will work onsite with senior staff and subject matter experts to develop and implement policies and procedures for post-disaster recovery efforts.

Key Functions,Research complex issues planned for discussion and transfer research into well-written, professional briefing documents and program guidelines. Provide well-cited high-level policy analysis and recommendations for improvement on proposed policies and strategies.Provide guidance on multiple aspects of program policy and program implementation activities such as CDBG-DR and MIT eligibility, National Objectives, and best practices.Review Legislation, Executive Orders, Federal Registers and Agency directives to identify potential impacts on the Community Development Block Grant- Disaster Recovery (CDBG-DR) and CDBG-MIT programs and make recommendations for implementation of policy or guidance changes.Assist with the development of compliance review tools to gauge the overall program progress and effectiveness of the contractors, local and state recipients, and/or subrecipients, as applicable, in meeting the program objectives, goals and requirements set forth under any binding agreement.Provide guidance to client and program team with regards to HUD and OIG regulatory reporting, audits, and queries.Review HUD and other federal policy changes, updates, and recommend changes in policies or procedures to maintain compliance.Prepare client for formal monitoring and audit visits, including the development and oversight of project plans to conduct internal pre-visit reviews.Provide recommendations to senior staff and executive team to resolve audit findings, improve program performance, and develop innovative policy or procedural changes to enhance program performance or operations. Identify areas in which to strengthen program capacity and quality of service delivery and recommend solutions.Evaluate service provider files, service contracts, amendments, and memorandum of understanding templates for compliance with federal regulations and make suggested edits to finalize document templates.Create high-level presentations for senior leaders and provide support as assigned; this position will involve advanced use of Word and PowerPoint and will require strong written communication skills.Track document edits, oversee version control, and develop and maintain reports for the Policy and Compliance Team. Provide reports to evaluate and monitor progress towards goals. Develop complex written materials, including Action Plans, Action Plan Amendments, Program Guidelines, Standard Operating Procedures, and Policies, in compliance with federal and state regulations; developing technical documents.Assist in processing, developing, and reviewing policies, including changes and updates as published in the Department of Housing and Urban Development (HUD) Federal Register Notices.Work with HORNE subject matter experts to communicate the Federal regulations that apply to natural disaster recovery or mitigation programs.
