The Administrative Vice Chair (AdVC) is the senior staff member for the Department of Psychiatry. The AdVC serves as a partner to the Chair in the development as well as operational and program growth of the Department. The Department of Psychiatry has more than 1400 employees (over 950 salaried-faculty and staff employees and 450 non-salaried academic and staff) and annual revenues of approximately $125 million. The AdVC has a direct report line to the Department Chair and a secondary reporting relationship with the Associate Dean for Business Affairs, School of Medicine. The AdVC is responsible for overall leadership and management of the administrative activities in the Department, including day-to-day operational business, improvement to business processes and strategic development of the department in conjunction with the Chair. The AdVC oversees day-to-day operations of key functional areas including general department administration, financial administration, academic personnel and salary administration, human resources, sponsored projects and clinical trials administration, space and facilities management, clinical and education programs administration. The AdVC is accountable for the overall business health of the Department. The AdVC represents the Chair and acts as liaison with top administration, faculty and professionals in exploration and discussion of issues.

Participates with other higher-level managers to establish strategic plans and objectives. Makes decisions on operational matters and ensures achievement of objectives for a large college or operating unit with a direct impact on a major segment of the organization, or with significant multi-organizational or multi-institutional influence. Reviews and approves recommendations for operational planning and control. Erroneous decisions will have serious impact on the overall success of the department, division and/or the organization.

MINIMUM QUALIFICATIONS
  • Twelve years of related experience, education and training, OR a Bachelor's degree in related area plus eight years of related experience.
  • Excellent leadership abilities to oversee multiple functions or departments through subordinate managers. Demonstrated management skills including developing objectives and policies, forecasting, budgeting, organizational management, and supervising.
  • Advanced knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll. Demonstrated Extensive experience in Human Resources program development, including Succession Planning and Incentive Programs. Proven skills in personnel management, affirmative action practices, and policy implementation.
  • Five or more years of progressive manager or higher level leadership responsibility in health care or a clinical health sciences setting.
  • Excellent skills to work collaboratively and act persuasively in sensitive situations; skills in conflict management techniques.
  • Skills in establishing and implementing customer service standards. Excellent ability to establish metrics for department and employee goals which measure effectiveness of contributions to efficient operations of department.
  • Strong knowledge of common organization-specific and other computer application programs.
  • Advanced project management skills, including the capability to manage capital projects.
  • Advanced knowledge of administrative management theory and proven ability to translate this knowledge into practice.
  • Advanced skills in strategy development, systems planning and change management.
  • Advanced knowledge of Federal guidelines/policies regarding federally sponsored research Knowledge of sponsored research administration.
  • Knowledge of revenue cycle management and patient billing systems from abstracting to collection/follow up activity.
  • Advanced knowledge of healthcare industry and reimbursement trends.
  • Excellent interpersonal skills to be effective in interacting with all levels of the organization, including academics, managers, staff and students.
