Senior Residential Counselor

An Overview

The Senior Residential Counselor / Residential Program Manager (RPM) has oversight of the day-to-day operations of assigned residential program(s) or other supported residences and is the first point of contact with members of the surrounding community. The program serves individuals diagnosed with a developmental disability. Through supervision of direct support professionals (DSPs), the Residential Program Manager is responsible for the implementation of all aspects of the program including creation and implementation of person centered service plans; ensuring appropriate staffing, residential support and community integration; reviewing and maintenance of residents' medical and clinical records, program budget monitoring and compliance with Departmental Policy, City of Alexandria Administrative Regulations, State and local licensing requirements, State of Virginia Human Rights guidelines, HCBS Rights Requirements, other applicable State and Federal Policies/Guidelines and accepted best practice guidelines. The Residential Program Manager works collaboratively with a variety of stakeholders to ensure the health, safety and satisfaction of program residents. Work is performed under the general supervision of the Residential Program Coordinator.

What You Should Bring

The ideal candidate will have Thorough knowledge of mental and physical disabilities; thorough knowledge of household coordination and maintenance; thorough knowledge of the nature of developmental disabilities and/or mental illness and the role of residential support services; ability to conduct individual and group activities for residents with mental, physical and/or developmental disabilities; ability to utilize observations to record and document an individual's performance and progress; ability to identify behavior which indicates movement toward a crisis situation; ability to plan and lead the work of DSPs; ability to obtain the cooperation of others in difficult situations; ability to communicate clearly and effectively, both orally and in writing; ability to maintain accurate records; intermediate computer literacy skills.

The Opportunity
Professionals (DSPs) and ensures the use of clinical best practice models including educational and teaching techniques and positive behavioral supports.Works with various members of the residents' support team to ensure comprehensive service delivery. (ex. family members, guardians, representative payees, support coordinators, day program providers, medical staff, maintenance staff, etc.)Ensures that facility maintenance, operations and records comply with State and local licensing requirements, Human Rights regulations, HCBS Rights requirements and compliance with City of Alexandria and Departmental policies and procedures.Reviews consumers' medical and clinical records and ensures records are current, accurate and comply with HIPPA regulations.Schedules, assigns and evaluates work of DSPs at residential program sites or supported residences. Completes 360 performance evaluations. Addresses work performance issues promptly and effectively.Supervises the instruction of individuals with developmental disabilities in social and daily living skills including money management, food purchase and preparation, personal hygiene, transportation, home and work responsibilities, participating in community activities and interpersonal skills at clients' residences.Ensures proper maintenance of program facilities and equipment and prepares requisitions for procurement of needed supplies and repairs.Conducts regular inspections at the residence including checking smoke detectors, fire extinguishers and observes and/or conducts fire and other emergency drills.Reviews residents' Medication Administration Records (MARs), supply of medication and other documentation to ensure that medication is being administered appropriately.Participates in the interviewing, training and orientation of new DSPs, residents and volunteers.Provides coverage during emergencies or periods of short staffing.Reviews and approves Kronos timecards for DSPs and monitors overtime use in program.Participates in clinical service team and person-centered planning meetings concerning residents in assigned program.Performs related work as required.
About the Department

The Center for Adult Services (CAS) provides programs and services in Aging; Adult Protective Services; Clinical & Emergency Services; and Community & Residential Support Services for seniors and for persons with mental illness, intellectual disabilities and substance use disorders. CAS provides compassionate and effective person-centered services based on best practices. Our teams support self-determination, safety and recovery for Alexandria residents affected by abuse, neglect, mental illness, intellectual disabilities and substance use disorders.

Minimum & Additional Requirements

Two-Year College Degree; two years of experience working with clients with intellectual disabilities, mental illness, Substance Abuse Disorder or domestic violence in a residential setting and supervisory experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Employees must possess a valid driver's license issued by the state of their residence.

Preferred Qualifications

Bachelor's degree in psychology, special education, social work, or related human services degree and three (3) years of experience working at the level of a Residential Counselor in a residential setting serving individuals primarily diagnosed with developmental disabilities that included teaching and supporting the individuals using a person-centered model; and at least one year of experience supervising staff.

Notes

This position requires the successful completion of pre-employment background checks including but not limited to: FBI/Federal Records Check; VA State Child Abuse/Neglect Registry; Medicare/Medicaid Fraud Database; education/certifications; drug testing; and driver's license.

Schedule:

Monday through Friday, 9:00AM - 5:00PM, weekends as needed. As an Essential Employee, staff will be expected to be at work during weekends, holidays, or inclement weather if they have been scheduled.
