PATH seeks a Surveillance Lead for the USAID-funded Strengthening Infectious Disease Detection System (STRIDES) global project.

The purpose of the anticipated global project is to support and strengthen the surveillance, detection, and analytical capacity of infectious diseases and antimicrobial resistance.

Through STRIDES, this work will assist up to 50 counties prioritized for the Global Health Security (GHS) program of varying capacitates in countries in Africa, Asia, and the Latin America/Caribbean regions to support different discrete aspects of the infectious disease detection and analytic pipeline.


The Surveillance Lead is anticipated to serve as a key personnel position and must meet or exceed the required qualifications listed below.

This individual should be an advanced subject matter expert overseeing the surveillance aspects of a large USAID-funded Global Health Security (GHS) project, including developing and implementing policies and processes and ensuring quality service delivery on surveillance activities.

Please note this position is contingent upon award to PATH and approval from USAID.

Responsibilities

  • Leads the day to day technical and operational aspects of projects
  • Lead the development, coordination, and implementation of the surveillance activities in the programmatic workplan including but not limited toto epidemiological surveillance, laboratory surveillance of epidemic and pandemicprone diseases, as well as outbreak investigation at national, regional and/or international levels
  • Supervises technical staff members ensuring that project activities are on track with work plans, with technical expertise informing project implementation
  • Prepares project and donor reports and drafts publications and external communication
  • Leads the development / revision of best practice documents
  • May be required to coordinate and work with a diverse group of organizations, such as the Ministry of Health and Social Welfare (MOHSW), district health staff, several international and national development partner organizations, and the USAID (US Agency for International Development) mission to complete work
  • Works on problems of complex scope that require evaluation of variable factors
  • Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with little supervision
  • Provides input to senior technical leadership on national guidelines and normative policies for subject matter areas of expertise
  • Provide technical direction for the implementation of prevention and control measures for diseases with epidemic and pandemic potential, particularly with regard to surveillance and response and in line with the International Health Regulations (IHR)
  • Support capacity building in host countries and institutions to enhance Epidemiological surveillance, alert and response systems, at various levels, to detect, characterize, deploy laboratory surveillance tools, and respond to epidemics
  • Manage the production and timely dissemination of highquality relevant data and information, including internal and external situation reports (SitReps), the bulletins, health risk assessments and health contributions to the Humanitarian Needs Overview and the Humanitarian Response Plan (HRP)
  • Oversees all day to day technical and activities in the local, country or region
  • Coordinates with technical and programmatic staff members to ensure that activities are performed as per award requirements and consistent with policy
Required qualifications and experience

  • Master's degree or its International Equivalent in Knowledge/Information in epidemiology, public health, or control of infectious diseases from a recognized institution
  • Project Management (PM) Certification preferred
  • 12+ years of relevant experience international experience in activities related to the application of epidemiological principles and methods in the design, implementation and management of surveillance systems; epidemiological analysis; training; and research
  • Experience in surveillance and outbreak investigation and control in developing countries
  • In depth knowledge of, and practical expertise in, public health issues and trends, epidemiological theory, principles and practices and surveillance techniques, systems and procedures
  • Knowledge and practical expertise in the application and monitoring of implementation of International Health Regulations (IHR)
  • Knowledge and skills in supporting cooperation among countries for health development in the areas of epidemiology, surveillance and response
  • Ability to analyze information, identify problems and recommend solutions or adjustments that take into account the particular situations in different countries
  • Relevant publications, presentations, reports, and manual/tool development
  • Experience leading business development efforts in the technical area
  • Prior work experience in a nongovernmental organization (NGO), government agency, or private organization
  • International or Domestic (US) Program Development or Program management preferred
  • English proficiency required, French, Spanish, or Arabic highly preferred
  • Willing to travel up to 25%
  • Must have legal authorization to work in the United States.
