How your work would contribute to our organization and the Twin Cities region:
The Assistant Director, Bus Transportation Administration position will ensure that the Division Director has the tools, resources, analysis, and recommendations to meet agency goals of delivering cost effective and reliable transit service by setting and directing strategic goals for Bus Transportation business operations to ensure that bus operator and financial resources are available and utilized effectively, efficiently, and responsibly. The position will direct the efforts of the Transit Technology and the Business Systems department within the Bus Transportation division to provide the tools, resources, analysis, and recommendations in support to Garage Operations, Field Operations, Transit Rider Investment Program and Bus Operations Planning and our fundamental mission of providing bus service. This position is responsible for analysis of budget, labor and overall performance reporting in the bus operations department.


What you would do in this job

1. Set, directs, and integrates the bus operator staffing strategy and effort.

  • Establishes strategic (workforce type distribution) and operational (workforce distribution by garage) bus operator staffing levels representing business unit with human resources. Coordinates and leverages the efforts of the business systems area, the Deputy Director Garage Operations and the Instruction Center to ensure planned bus operator staffing levels are maintained
  • Ensures that management tools for documenting, analyzing, and evaluating the recruitment, hiring, training, management, coaching and performance of employees are available.
2. Directs business unit operations process; establish and evaluate the performance of the Business Systems department:
  • Establishes the strategic goals of the business systems department.
  • Ensures that efforts are targeted to provide the tools and resources needed for the division.
  • Establishes a framework that promotes continual improvement and moves toward improved future outcomes
3. Provides leadership and oversight for data management and business systems support within Bus and Rail transportation work units
  • Sets strategies to leverage data for divisional goals, providing leadership for Hastus, iDash and Transitmaster systems
  • Establishes a framework that enables continual improvement and moves toward improved future outcomes.
  • Represents the division, develop and provide hardware and software. Coordinates with Service Development, Strategic Initiatives, Information Services, and other operating and support departments.
4. Plans and directs departmental finance function:
  • Sets and directs strategies for financial responsibility for direct report department
  • Responsible for the budget development of the bus operations labor budget
  • Coordinates divisional operating budget and capital improvement plan efforts.
5. Supports the business unit in the area of Labor Relations:
  • Identifies, and promotes contract proposals that provide a fair, manageable, and financially responsible workplace; participates in contract negotiations as needed
  • Coordinates responses to data requests from ATU 1005, TMSA, Diversity, and Legal
  • Participates in the grievance/arbitration process.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of progressively responsible management experience, that also includes three (3) years of supervisory experience such as goals settings, budget development, workforce planning, workforce utilization, bus operator labor analysis, and/or CIP development; coordination within the division, collective bargaining, and/or vendor communications; Training or coaching, direct or indirect supervision; and Data management, software/technology project management, and/or systems administration; AND completed education (degree field of study in Finance, Economics, Business Administration

  • . High School diploma/GED and eleven (11) years of progressively responsible management experience
  • Associate/Vocational degree and nine (9) years of progressively responsible management experience.
  • Bachelor's degree and seven (7) years of progressively responsible management experience
Knowledge, Skills and Abilities
  • Extensive knowledge of the business operations of providing bus transit service
  • Extensive knowledge of the collective bargaining agreement between the Amalgamated Transit Union 1005 and Metro Transit
  • Effective processes, methods, and techniques to analyze and evaluate business operations.
  • Effective project management principals, team leadership, and change management
  • The capabilities of divisional information technology software applications Interdepartmental and council wide processes, procedures, and requirements with regard to administrative functions such as budgeting, financing and procurement.
  • Ability to think strategically in moving toward organizational goals
  • Ability to identify and document areas for improvement and, as appropriate: develop, analyze, communicate, and negotiate a range of possible solutions; and implement the preferred solution
  • Ability to promote an equitable, positive, and respectful work environment that values cultural and diversity among all employees
  • Ability to read, analyze, and interpret common technical journals, financial reports and legal documents
  • Ability to interpret and apply mathematics and statistical methods and procedures gained through professional educational training
  • Extensive knowledge of the collective bargaining agreement between the Amalgamated Transit Union 1005 and Metro Transit (desired)
  • Familiarity and previous working experience with HASTUS(desired)
  • Familiarity and previous working experience with IDash(desired)
  • Familiarity and previous working experience with Transitmaster(desired)
