Duties

The Chief of Staff provides advice to other positions throughout the Service Office (SO) and serves as liaison between offices internal and external to AUS. Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Work includes complex projects and technical programs based on the objectives of the LOB/SO, and frequently the FAA.

Manages the flow of work within the front office and monitors and evaluates performance of assigned staff. Executes personnel actions, and/or initiates corrective/disciplinary actions, if applicable. Works to prepare employees for future opportunities across the organization, with focus on continuity of operations and long term organizational success. Coaches, mentors, and develops employees to perform current work and support career progression for the future. Communicates the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; approving leave; and taking, recommending or approving corrective/disciplinary actions, as appropriate. Ensures employees have necessary skills to accomplish their assigned tasks.

Assigns, communicates, and clarifies context for tasks and responsibilities. Oversees daily operations to ensure timeliness, effectiveness, efficiency, productivity, and compliance with policy in attaining organizational goals. Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision.

Works collaboratively with the organization's branches in facilitating solutions to a variety of complex aviation and technical problems, including regulatory, policy, and customer service issues. Serves as an integral part of the AUS Management Team, developing, implementing, and maintaining processes and methods to ensure that organizational goals are achieved. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization. Supports strategic planning and communicates the organization's vision and objectives.

Anticipates and quickly adapts to changing management needs. Employs a wide range of methods for the assessment and improvement of complex programs, processes and systems. Brings diverse viewpoints together, effectively acquiring support for decisions and actions, and anticipates and resolves conflicts. Develops innovative plans and solutions to assure quality and timely work products. Ensures the final product meets the needs and expectations of the Office, and that the Executive Director and Deputy Executive Director are cognizant of and in agreement with the findings and recommendations. Broad policies and objectives provide general guidance for addressing issues but almost always require the development of new and innovative approaches. Often develops new policies, procedures, and approaches taking into consideration FAA policies, government-wide rules and regulations, and industry standards.

Defines and advances processes, as necessary, to ensure continuous improvement(s) to the front office operations, such as: tracking of correspondence, document review, and scheduling of meetings. Prepares and/or coordinates responses to Congressional and other inquiries and provides quality control of all technical and non-technical communication. Serves as a principal advisor to the Executive Director and Deputy Executive Director. Exercises decision rights as delegated by the Executive Director.

    To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS 14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

    Specialized experience includes: Experience providing advice to management officials regarding an organization's administrative and technical policies and procedures. Experience planning, organizing, executing, and controlling an organization's resources, strategic plan, and organizational performance functions. Experience leading a diverse group of individuals, responsible for a variety of activities while creating an environment in which people thrive as a team, as well as accomplish their individual best.
