INTRODUCTION:
The Director of Procurement serves as the official delegate for the Chief Procurement Officer (CPO), and acts on the behalf of the CPO during official absences and keeps them apprised of all matters relating to or affecting the procurement operations of the University of Hawaii System.
As the primary executive overseeing the procurement office, the Director of Procurement is responsible for supervision of personnel assigned to the unit and for ensuring that the functions of the University's system-wide procurements for goods, services, and construction are delivered effectively and efficiently to all units within the University of Hawaii System. To accomplish this, the Director of Procurement develops short and long-term plans for the procurement of goods, services, and construction and exercises managerial analysis to existing processes in order to increase efficiency, productivity and cost effectiveness.
DUTIES AND
Responsibilities:

ADMINISTERS SYSTEM-WIDE PROCUREMENT OPERATIONS
  • Directs the planning, organizing, management and control of the University wide procurement activities and contracts management, developing and/or refining policies and ensuring compliance requirements, as well as generally accepted business practices, are met and vigilantly monitored.
  • Directs through subordinate professional administrators the day-to-day procurement of goods, services, and construction, which may include invitations for bids and requests for proposals or quotations consisting of technical specifications, general provisions, and special provisions in accordance with applicable laws and University policies and procedures.
  • Provides information and analysis of procurement management matters to various stakeholders including the CPO, the Board of Regents, federal and state agency officials, auditors, legislators and, as applicable, partners in the business community.
  • Directs through subordinate professional administrators the P-Card program for the procurement of goods and services for the University, developing P-Card policies, processes, and procedures, auditing P-Card purchases to ensure compliance with applicable laws, grant, and/or contract terms and University policies and procedures.
  • Ensures the provision of contract administration services for stakeholders at the University.
  • Directs subordinate administrative staff in monitoring decentralized procurement activities administered by fiscal administrators at the campus and departmental levels.
  • Generates and provides informational materials and training to University staff, vendors and contractors on University practices and procedures.
  • Oversees the University's Small Business Utilization Program in accordance with applicable laws.
  • Ensures proper processing of emergency procurements in accordance with applicable laws and University policies and procedures, and of financial management accounting forms relating to procurement actions.
ADMINISTERS CONTRACT NEGOTIATION SERVICES FOR PROCUREMENT OPERATIONS
  • Serves as the University's contracting officer with the authority to negotiate, execute, and interpret legal documents such as procurement-related contracts and high-dollar purchase orders and licensing agreements.
  • Manages technology systems that support the procurement process.
  • Reviews and approves sole source procurements in accordance with applicable laws and University policies and procedures.
  • Coordinates large and complex procurement actions and provides guidance to subordinate professional administrators on procurement matters of complexity and/or sensitivity.
  • Interprets rules, regulations and statutes related to procurement and service contracts for other administrators; based on interpretation, leads or assists in negotiating contract terms and conditions for vendors and University stakeholders.
  • Responds to vendor complaints; responds to inquiries from legislative and other government officials; ensures compliance with federal law relating federally-funded procurement.
OTHER DUTIES AS ASSIGNED
MINIMUM QUALIFICATIONS
  1. Bachelor's degree in business administration, public administration, finance, economics, accounting, or related field from an accredited college or university.
  2. Five (5) years of progressively responsible senior-level administrative and managerial experience in for procurement, contracting or public purchasing of which three (3) years must have been in a supervisory capacity.
  3. Extensive knowledge of the principles and practices of procurement in a state governmental or public agency.
  4. Demonstrated ability to communicate effectively orally and in writing, and ability to interact well with constituents.
  5. Demonstrated ability to effectively implement changes in a large and complex organization.
  6. Demonstrated ability to interpret applicable laws, regulations and policies.
  7. Demonstrated ability to effectively lead and supervise employees.
DESIRABLE QUALIFICATIONS
  1. Master's degree in business administration, public administration, finance, or accounting.
  2. Executive financial management experience at an institution of higher education.
  3. Knowledge of the organization and administrative structure of the University of Hawai'i.
  4. Knowledge of principles/applications of purchasing/contracting/real property for public higher education institutions or government.
