Main Purpose of Job

In line with its mission to assist people in need, as Logistics and Finance Officer for the Office of Emergency Operations (OEO), the incumbent ensures that the Department has access to the personnel and material resources it requires to meet the Department's continuing obligations to its clients during an emergency, as well as to meet the emergent and recovery needs of individuals impacted by a disaster or Continuity of Operations event. The incumbent is responsible for the maintenance, deployment and functionality of any facilities, supplies or staff used to support State mass care operations. The incumbent is responsible for procurement processes related to these functions, and ensuring appropriate budget is identified. The incumbent is responsible for coordinating all financial matters for the unit, including budget analysis and preparation. The incumbent is also prepared to fill operational command duties during an emergency activation.�\r

POSITION DUTIES

Regularly tests the operability of all Office of Emergency\r
Operations (OEO) equipment, including radios, cell phones and lap-tops. \r
Maintains an up-to-date inventory of all supplies that OEO\r
is responsible for, including all supplies warehoused at Central and the 17\r
containers positioned statewide. \r
Oversees all budget processes, prepares office budget,\r
creates and maintains clear documentation to support budget requests and\r
expenditures. \r
Works to ensure facilities and programs are accessible for\r
all residents of Maryland. \r
Coordinates all purchases with the DAO Budget Administrator.\r
\r
\r

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.\r
Education:�� Graduation from an accredited high school or possession of a high school equivalency certificate. \r
Experience:�One year of administrative staff or professional work. \r
Notes:\r
1. Candidates may substitute 30�college credit hours from an accredited college or university for�the required experience.\r
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included�regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required�experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

One year professional experience in an emergency response\r
discipline, including an 'emergency essential' or on-call designation.\r
One year of professional procurement experience in a state\r
government agency.\r
One year of experience working in a logistics capacity.\r

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r
