The Maryland Public Service Commission has a position available for an\r
Assistant Director in its Electricity Division.\r
\r
\r
The Maryland Public Service Commission (PSC or Commission) regulates\r
public utilities and certain passenger transportation companies doing business\r
in Maryland.�The Commission regulates gas, electric, telephone, water, and\r
sewage disposal companies. The Commission is empowered to hear and decide\r
matters relating to:�(1) rate adjustments; (2) applications to exercise or\r
abandon franchises; (3) applications to modify the type or scope of service;\r
(4) approval of issuance of securities; (5) promulgation of new rules and\r
regulations; and (6) quality of utility and common carrier service. In\r
supervising and regulating public service companies, the Commission considers:(i)�the public safety;(ii)�the economy of the State;(iii)�the maintenance of fair and\r
stable labor standards for affected workers;(iv)�the conservation of natural resources;(v)�the preservation of\r
environmental quality, including protection of the global climate from\r
continued short-term and long-term warming based on the best available\r
scientific information;(vi)�the\r
achievement of the State's climate commitments for reducing statewide\r
greenhouse gas emissions; and(vii)�the\r
protection of a public service company's infrastructure against cybersecurity\r
threats.\r
The categories of regulated public service companies are listed below:\r
electric utilities; gas utilities; combination gas and electric utilities;\r
telecommunications companies; water, and water and sewerage companies;\r
passenger motor vehicle carriers (sedans, limousines, and buses); railroad\r
companies; taxicab companies; and other public service companies. Also subject\r
to the jurisdiction of the Commission are impacts on climate, gas and electricity\r
supplier licensing and complaints, fees for pilotage services to vessels, and\r
certain common carriers engaged in the transportation for hire of persons. \r
This is an "at will" position which serves at the pleasure of the\r
Appointing Authority (the "Commission").\r

Main Purpose of Job

The Assistant Director directs certain activities as assigned, serves as an expert witness or advisor before the Commission and assists in directing the Division.

POSITION DUTIES


•\r
Develop expert testimony as well as analytical\r
and policy support to the Commission in several areas including:�electric\r
power prices, energy markets and energy competition, renewable and distributed\r
energy systems, the development of competitive energy markets, barriers to\r
electric market competition and complaints of anti-competitive activities;\r

•\r
Testify as an expert witness, make\r
presentations, prepare written reports, research or otherwise communicate the\r
results of their analysis in both informal and contested situations;\r

•\r
Represent the Electricity Division as a member of\r
working groups tasked with developing rules, reports, agreements, or other\r
tasks which support Maryland's energy markets. Strong writing and verbal\r
communication skills are needed to perform the duties of this position;\r

•\r
Assist the Division Director in mentoring and\r
training regulatory economists in performing similar tasks and assisting the\r
Division Director in managing the Division's workflow, supervising regulatory\r
economists, and editing and reviewing their work products;\r

•\r
Analysis of electric power prices, regulations\r
or other topics as needed;\r

•\r
Prepare written reports, make presentations,\r
testify on technical issues or otherwise communicate the results of their\r
analysis in both informal and contested proceedings;\r

•\r
Analyzing utility rate applications and\r
function as an expert witness on regulatory, economic, financial and other\r
technical topics in proceedings before the Maryland Public Service Commission;\r

•\r
Participate in proceedings or working groups involving new areas where\r
the Commission has authority to regulate rates or implement legislative energy\r
policies.�These areas may include electric vehicle programs, energy\r
storage programs, solar energy / net metering programs, time-varying rates, and\r
Maryland's utility supplier diversity program.�Electricity Division\r
employees often research new technologies as well as climate and energy\r
policies like photovoltaic solar power or battery storage that influence how\r
electricity is provided to Maryland utility customers;\r

•\r
Comfortable analyzing utility proposals for\r
setting electricity prices and terms of service and writing recommendations\r
about the disposition of those proposals;\r

•\r
Responsible for assisting the Division Director\r
in mentoring and training regulatory economists in performing similar tasks and\r
assisting the Division Director in managing the Division's workflow,\r
supervising regulatory economists, and editing and reviewing their work products;\r

•\r
Opportunities to work with other agencies and branches of State government and with industry stakeholders arise regularly;�\r

Daily written work products of high technical\r
quality;�\r

Excellent written and verbal\r
communication/presentation skills;\r

At least two years of experience in the\r
regulatory, electric utility, renewable energy or energy services industries;\r

MINIMUM QUALIFICATIONS

Education:�A bachelor's degree in Economics, Public Policy,\r
Environmental Studies, Renewable Energy, Engineering, Business, Finance,\r
Accounting, Statistics or Mathematics from an accredited college or\r
university.�\r

Experience:�Two years of experience in the regulatory,\r
electric utility, renewable energy or energy services industries.\r
\r
\r
Notes:��\r
1. Additional experience performing utility, energy\r
policy, economic or econometrically based analysis may be substituted on a\r
year-for-year basis for the required education.�\r
2. Candidates may substitute U.S. Armed Forces military\r
experience as a commissioned officer in any of the field areas noted in the\r
education section above.\r

DESIRED OR PREFERRED QUALIFICATIONS


•�Experience working for a utility regulatory commission;�\r

•�Experience working in the Energy Industry;\r

•�Experience writing on technical or business topics;�\r

•�Knowledge of methods of financial analysis including DCF and CAPM;\r

•�Coursework in econometric or financial analysis, gas or water system engineering, applied mathematics,� �statistics, or related technical fields of study;\r

•�A graduate degree in economics, engineering, or public policy.\r
