The Maryland Public Service Commission (PSC or Commission) regulates public utilities and certain passenger transportation companies doing business in Maryland. The Commission regulates gas, electric, telephone, water, and sewage disposal companies. Also subject to the jurisdiction of the Commission are electricity suppliers, fees for pilotage services to vessels, construction of a generating station and certain common carriers engaged in the transportation for hire of persons. The PSC's jurisdiction extends to taxicabs operating in the City of Baltimore, Baltimore County, Cumberland, and Hagerstown. The categories of regulated public service companies are listed below: electric utilities; gas utilities; combination gas and electric utilities; telecommunications companies; water, and water and sewerage companies; passenger motor vehicle carriers (sedans, limousines, and buses); railroad companies; taxicab companies; and other public service companies. The Commission is empowered to hear and decide matters relating to: (1) rate adjustments; (2) applications to exercise or abandon franchises; (3) applications to modify the type or scope of service; (4) approval of issuance of securities;(5) promulgation of new rules and regulations; and (6) quality of utility and common carrier service.\r

The person selected for this position, will travel from their home to various locations throughout the State with the occasional trips to the office in Baltimore City to attend meetings, hearings and to receive assignments.\r

Main Purpose of Job

Public Service Commission (PSC) Transportation Division Field Investigator shall work 40 hours per week, some of which may include weekends and/or evenings.� All duties performed at this position may be on a rotating schedule as assigned by the supervisor.� This position will include traveling around the State of Maryland, and on occasion, in the District of Columbia and surrounding states.\r

To enforce the Public Utility Companies Article and Code of Maryland Regulations that relate to for-hire passenger services offered by carrier and taxicab companies to ensure regulated vehicles and drivers meet the minimum safety, security, and service requirements.\r

POSITION DUTIES

\r
The duties of the Field Investigator shall include:\r

\r
1. Observing and monitoring the activities of for-hire drivers in public places where a driver may pick up or drop off passengers, as well as the premises of their carriers, to determine compliance with the PSC's statute and regulations.� This may be in conjunction with law enforcement or other investigative personnel.� Field Investigators perform the following tasks:\r

Interviewing drivers to confirm that they are properly licensed by the Motor Vehicle Administration (MVA) and the PSC;\r
Interviewing�dispatchers and/or carrier officials, or by listening over two-way communications devices, to determine which drivers are properly licensed;\r
Interviewing passengers to determine if they were charged the rate approved by the PSC;\r
Determining if carriers are properly registered with the PSC;\r
Consulting with the PSC's database(s) to compare PSC records with field observations and investigations;\r
Reviewing advertisements of for-hire carriers to determine compliance with the PSC's regulations pertaining to advertising restrictions placed on fire-hire carriers;\r
Preparing, discussing and distributing written daily reports, using Microsoft Office applications, of the locations and activities they observed and monitored;\r
Preparing exhibits and testimony for use in PSC hearings or in court;\r
Testifying at PSC hearings or in court as to observations and investigations;\r
Participating and/or leading the training of law enforcement personnel in the PSC's requirements pertaining to for-hire carriers, vehicles and drivers;\r
Inspecting taxi meters to ensure compliance with the rate approved by the PSC;\r
Observing for-hire vehicles, and recording the vehicle registration and license plate, and any obvious safety or mechanical defects;\r
Determining if vehicles are properly registered with the MVA and PSC, and if those vehicles have up-to-date inspections;\r
Performing additional duties related to investigations and vehicle safety as assigned by the Assistant�Director of Safety, the Assistant Director of Administration, or the Director of Transportation.\r

MINIMUM QUALIFICATIONS

Education:�Graduation from an accredited high school or possession of a high school equivalency certificate.\r
Experience:�One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.\r
Notes:\r
1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.\r
2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.\r

DESIRED OR PREFERRED QUALIFICATIONS

A minimum of three years of experience in law enforcement or conducting investigations.�\r
\r
\r
Previous experience of testifying in a court or administrative hearing setting.\r
\r

SPECIAL REQUIREMENTS

Candidates may be responsible for providing their own transportation�as needed to access meetings, remote locations, and job destinations as assigned.\r

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r
Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r
