Main Purpose of Job
The Deputy Director of Operations in the Office of Preparedness and Response is the second ranking senior administrator for a public health organization that focuses on emergency public health preparedness activities for the State of Maryland. The position provides day-to-day operational direction to all program offices and works with Program Managers to ensure that deliverables are completed per funding source guidance; assets and resources are used to achieve MDH, Public Health Services and OP&R mission and vision through the systematic development and implementation of OP&R program goals and objectives. The Deputy Director of Operations assumes all the functions and responsibilities of the Director in his/her absence. Employees in this position must adhere to current MDH and OP&R telework policy.\r
MINIMUM QUALIFICATIONS
Qualified candidates will possess a Bachelors degree from an accredited college or university in�a management or financial field�from an accredited college or university and 6 years of professional health or human services experience including 3 years of supervisory or managerial experience.\r

A master degree from an accredited college or university may substitute for one year of the general experience.\r
DESIRED OR PREFERRED QUALIFICATIONS
Preferred candidates should possess the following:\r

Public health experience in executive level management skills and judgment, with expert knowledge of principles of project process and management, public and business administration.\r
Experience with relevant policies and procedures used in budget preparation, justification, monitoring and reporting of grant deliverable requirements.�\r
Experience with the development of policy to include standard operating procedures (SOPs).�\r
Experience with the development and written responses to financial and performance audits.�\r
Knowledge and experience in supervisory principals and practices, as well as the principles of public personnel administration and personnel policies and procedures.\r
