Job Description:

The MSA Senior Program Manager, Operations Transformation be the Controls will project controls Manager responsible for multiple projects’ financial Management, ensuring project financial risk Management practices are implemented from budget to actuals, and with appropriate governance standards. The Operations department has multiple transformation back office and operational efficiency projects within the Rail Network Operations transformation FP&A improvement program.

The position will work closely with to address project management controls related to budget Management, procurement management, logistics management, improve performance reporting and oversight for del ivery of tech nology solutions to knowledge, back office needs. Position will require strong finance and accounting accomplish best practices in risk management and internal control skills to objectives by planning and evaluating multi-project indirect guidance activities, with regular, from senior level managers and directors. The role requires accurate budget forecast Management, analytical and metrics-based financial reporting to stakeholders and finance.

Must have excellent business and timely acumen, system data and operational analysis skills to address the and cost-effective implementation of transformative planning projects, Strategic knowledge in BPRE or Lean/Continuous Improvement desired

ESSENTIAL FUNCTIONS:

  • Demonstrate strong, effective program management and accrual based accounting, leveraging GAAP, GRC, internal controls practices
  • Develop and maintain required project artifacts in accordance with Project Management standards and applicable regulations.
  • Develop labor models and financial performance report standards, working closely with project managers., business users, Procurement, FP&A
  • Establish collaborative partnerships to facilitate rapid scoping, financial and resource decisions.
  • Identify and implement improvements to drive Operational and cost efficiencies through back office controls & documented standards
  • Implement appropriate Project governance structures and MINIMUM processes, evaluate risks, establish and report on mitigation plans


QUALIFICATIONS:

  • Advanced degree in Project Management, Accounting, Business Administration, Finance, Economics, Information Systems, Engineering or equivalent work, training, and education
  • Experience with project mgmt., procurement, data visualization, finance systems i.e., SAP, Ariba, ERP, SharePoint, PowerBl, Tableau
  • Strong business acumen with advanced Excel formulas, excellent written and oral skills to effectively respond to complex information.
  • 12 years’ experience with significant hands-on Program and Project Financial Management experience, PMP certification required. Must have work authorization in the United States.


PREFERRED QUALIFICATIONS:

Experience working with Rail, Airline, Transportation desired
