Position: Cyber Training Planner, NH-0301-III, (GS-12/13 equivalent)

Description of Position: Provides expert recommendations to division leadership to support the identification of cyberspace workforce personnel training, education requirements, and solutions to achieve key training objectives. Responsible for the development, implementation, and management of the training policy, concepts, programs, and procedures to support the Joint Cyber Center. Manage JCC contribution to all JS and CCMD assessments. Coordinates and collaborates with USCYBERCOM, the DoD CIO, the Intelligence Community, and various DoD and interagency organizations to identify training and growth opportunities.


Position Duties/Responsibilities:

  • Leads training initiatives supporting cyberspace operations.
  • Lead proponent responsible for the development, updates, and maintenance of the USSPACECOM Joint Cyber Center (JCC) cyberspace training requirements and guidance, identifying technology requirements and improvements, to establish evaluation standards and metrics.
  • Coordinates assessment of training effectiveness in line with Combatant Commander's needs, and other federal agency directives.
  • Reviews after-action reports and other information to ensure training aligns with current operating environment and potential future operations.
  • Ensures training concepts align with up-to-date cyberspace tactics, techniques, and procedures.
  • Provides expertise to revise and update cyberspace minimal training requirements to establish and maintain a current baseline of cyber expertise.
  • Establish milestones, goals, and objectives to enable cyberspace training.


Key Skills & Abilities:

  • Knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate and support the development of plans, policy and procedures to support USSPACECOM, Components, Task Forces, and Centers.
  • Knowledge of USSPACECOM mission and forces, including supported and supporting command relationships of apportioned and assigned forces.
  • Skill to analyze, research, present, and negotiate complex and sensitive issues with officials of diverse perspectives and views.
  • Ability to organize and participate in or lead study teams tasked to originate new ideas, projects, and methodologies.
  • Knowledge and understanding of the relationships between USSPACECOM, Task Forces, Joint Functional Component Commands, various DoD departments and other government agencies as it relates to defining cyberspace operations requirements for enabling effects supporting USSPACECOM objectives.


Qualification Requirements:

You may qualify at the NH-III level, if you fulfill the following qualifications:


  • Experience in identifying training requirements for multiple skill sets and work roles involving cyberspace operations.
  • Ability to conduct thorough research, characterize information derived from multiple sources, and effectively communicate complex technical information to non-technical audiences.
  • Experience developing training plans, and assessments.
  • Capable of working with internal and external mission partners, including the Intelligence Community and various DoD organizations.
  • Proven ability to take initiative and work independently, while also effectively collaborating as part of a team to achieve organizational goals and objectives.
  • Strong problem-solving skills with the ability to independently investigate issues, recommend courses of action, collaborate with stakeholders, and respond to requests for information effectively.
  • Proficient in the use of cybersecurity tools and technologies, including threat analysis platforms, with knowledge of cybersecurity policies, frameworks and standards.
  • Commitment to continuous learning and staying current with emerging cyber threats, technologies, and best practices in cybersecurity.
  • Education Requirements: Bachelor’s degree is preferred.
  • Certifications: Able to achieve cyber certification requirements IAW DoDM 8140.03 within 9 months.


Conditions of Employment:

  • Must be a U.S. Citizen
  • Must be able to obtain and maintain a Top Secret/SCI Security Clearance
  • Position requires drug testing for onboarding and participation in random drug testing. (O-Category II/Type 5 – Sensitive info)
  • Occasional travel away from the regular duty location may be required. (Approximately 10 days per year.)
  • May be required to work irregular duty hours including overtime, unscheduled or emergency basis. (May include weekends/holidays etc.)
  • Employee is in a designated position that requires consent and thereafter be subject to and successfully complete, an initial, periodic, and random counterintelligence (CI)-scope polygraph examination as a condition of employment.
  • Employee is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification and Management Program for the applicable cyber code[s] namely: 751 – Cyber Workforce Developer and Manager (Failure to comply may result in removal from this position.)
