Description of Position: Employee at this level serves as a cyberspace operations planner and subject matter expert within the Joint Cyber Center (JCC) analyzing strategic and operational requirements and working with USCYBERCOM, its components, and other organizations to align cyber mission forces to meet USSPACECOM objectives. Plans and integrates cyberspace operations and capabilities across the range of military operations to align efforts throughout the competition, crisis, and conflict continuum.


Position Duties/Responsibilities:

  • Performs research, design, analyses and assessments of policy, concept of operations (CONOP); tactics, techniques and procedures (TTP) and leads complex multi-discipline studies of programs, processes, plans, and operations applicable to theater-wide programs and processes for cyberspace operations.
  • Conducts comprehensive analysis with objectives to improve cyberspace planning programs, processes, and supporting systems through increased effectiveness, economy and efficiency of operation.
  • Interprets complex doctrine, national policy, and strategic planning guidance to advise leadership on cyberspace plans and operations of significant consequence.
  • Establishes, plans, and directs programs and processes and leads operational planning efforts across offensive mission sets; assists the development and synchronization of non-kinetic effects in support of USSPACECOM’s mission.
  • Synthesizes various sources of information to develop courses of action, provides recommendations, and independently pursue resolution of issues or problems in cyberspace operations in support of space strategy, policy, and plans.
  • Coordinates with internal and external organizations to ensure cyberspace operations planning requirements are met.
  • Creates operational designs to integrate cyberspace operations into strategic plans to address the continuum of conflict against adversaries.
  • Interprets and assists in developing policies from the Joint Staff and the Office of the Secretary of Defense on authorities and national strategy to achieve Commander, USSPACECOM objectives for all phases of operations.


Key Skills & Abilities:

  • In-depth knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate and support the development of plans, policy and procedures to support USSPACECOM, USSPACECOM Components, Task Forces, and Centers.
  • In-depth knowledge of principles, practices and organizational structure needed to assess feasibility and effectiveness or a range of DoD plans and programs to include Joint Operational Planning and Execution System (JOPES), the Joint Operations Planning Process (JOPP), and development of operational orders affecting USSPACECOM’s cyberspace mission.
  • Knowledge of the relationships between USSPACECOM, Task Forces, Joint Functional Component Commands, various DoD departments and other government agencies as it relates to defining cyberspace operations requirements for enabling effects supporting USSPACECOM objectives. Ability to maintain situational awareness of partner capabilities and activities.
  • Knowledge of the Joint Targeting Process and understanding of the target development process for cyberspace operations.
  • Knowledge of military weapon system employment policies, plans, and strategies related to cyberspace operations, information operations, space operations, or other planned operations to coordinate and integrate planned cyberspace effects supporting CCMD planned scheme of maneuver or SECDEF directed national defense activities.
  • Understanding of the organizational structure and assigned mission of USCYBERCOM it’s Service Cyber Component and the Cyber Mission Force.
  • Skills to communicate effectively, both orally and in writing.
  • Skill to analyze, research, present, and negotiate complex and sensitive issues with officials of diverse perspectives and views.
  • Ability to inspire, motivate, and guide others toward a goal accomplishment.


Qualification Requirements:


One year of specialized experience equivalent to the GS-12 or NH-III grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Performing research, design, analyses and assessing policy, concept of operations (CONOP); tactics, techniques and procedures (TTP) and leading complex multi-discipline studies of programs, processes, plans, and operations applicable to theater-wide programs and processes for cyberspace operations.
  • Conducting comprehensive analysis with objectives to improve cyberspace planning programs, processes, and supporting systems through increased effectiveness, economy and efficiency of operation.
  • Interpreting complex doctrine, national policy, and strategic planning guidance to advise leadership on cyberspace plans and operations of significant consequence.
  • Establishing, planning, and directing programs and processes and leading operational planning efforts across offensive mission sets. Utilizing plans and strategy development processes within DoD and across the Interagency, to include actions for cyberspace, influence operations, and electronic warfare, associated capabilities and force structure, and operational doctrinal concepts to apply new, original, and authoritative thinking and advice to senior military and civilian leaders on policy, plans and strategy issues impacting the nation and the Department's contribution to national security policy.
  • Synthesizing various sources of information to develop courses of action, providing recommendations, and independently pursuing resolution of issues or problems in cyberspace operations in support of space strategy, policy, and plans.
  • Coordinating with internal and external organizations to ensure cyberspace operations planning requirements are met.
  • Creating operational designs to integrate cyberspace operations into strategic plans to address the continuum of conflict against adversaries.
  • Interpreting and assisting in developing policies from the Joint Staff and the Office of the Secretary of Defense on authorities and national strategy to achieve Commander, USSPACECOM objectives in steady state, crisis action, and contingency planning.
  • Education Requirements: Bachelor’s Degree desired, but not required.
  • Certifications: Able to achieve cyber certification requirements IAW DoDM 8140.03 within 9 months.

  • Must be able to obtain and maintain a Top Secret/SCI Security Clearance
  • Position requires initial and periodic drug testing
  • Occasional travel away from the regular duty location may be required (approx. 10 days/year).
  • May be required to work irregular duty hours including evenings, weekends, and/or holidays.
  • Employee is in a designated position that requires consent and thereafter may be subject to and successfully complete, an initial, periodic, and random counterintelligence (CI)-scope polygraph examination as a condition of employment.
  • Employee is required to have minimum certification and education required to meet standards outlined in DoD 8140.03, Cyberspace Workforce Qualification and Management Program for the applicable cyber code[s] namely: 332 - Cyber Ops Planner.
