Summary:

Ensures all billing/patient financial services (PFS) functions are completed timely, cash flow and revenue is maximized, and

processes are monitored in accordance with regulatory requirements of government agencies and third party payers.

Functions as a facilitator, trainer, collaborator and coach to apply the talents and resources available to NorthStar Care

Community to develop and drive a culture of service excellence, financial performance of the revenue cycle, and regulatory

compliance in the delivery of end-of-life-care.


Essential Functions:

  • Ensures the organization’s billing functions are administered appropriately throughout the organization and that action is taken when required.
  • Monitors Accounts Receivable trends and metrics to ensure timely and accurate collections.
  • Establishes effective relationships with facility partners that allows for good communication and timely reporting and payments.
  • Proactively works in a multi-disciplinary cross-functional manner with service operations and marketing staff to promote strong vendor and payer relationships. Develops monitoring tools that identify success measures to ensure key operational components are being addressed both timely and effectively.
  • Keeps abreast of hospice and palliative care trends and government and third-party payer regulation, best practices and any anticipated compliance changes.
  • Develops/maintains training materials on insurance matters for orientation and current staff education.
  • Builds, maintains and supports an acceptable Electronic Palliative Physician Billing product. Monitors reporting and metrics to maximize revenue and collections.
  • Assesses, leads, participates, and promotes a culture of excellence and innovation at the employee, departmental and organizational levels, continually improving employee performance and engagement.
  • Participates or chairs committees on a local, state, or federal level in relationship to hospice, palliative care, and/or healthcare reimbursement.
  • Supervises the assigned PFS staff to ensure the PFS support functions are performed timely and in accordance with all rules and regulations.
  • Maintains oversight for recruitment and retention efforts consistent with the organization’s vision, mission and values which ensure the engagement and retention of staff, in collaboration with Human Resources.
  • Maintains oversight of all allocated resources including but not limited to time, expenses, supplies and labor and ensures pre-determined financial margins and/or outcomes are achieved.
  • Maintains payer contracts to maximize revenue, service, and quality.
  • Serves as a resource to ensure that the contracting, compliance, and reimbursement functions are all effective and fully integrated.
  • Advises/assists with strategy development related to the Strategic Plan and Operating Plan.
  • Directs the development of policies and procedures that promote effective and efficient operations.
  • Models and promotes knowledge of palliative care and hospice philosophies and articulates and promotes the vision, mission, and values locally, statewide and nationally, when appropriate.
  • Upholds the NSCC policies, procedures, protocols and processes and all regulatory and legal requirements.
  • Models the NorthStar standards to care for every person, every time, 100% of the time.


Qualifications:

  • Billing/Coding certification or bachelor’s degree in business or health related field preferred.
  • Minimum of five (5) years of related experience in a healthcare billing position, including management of staff and excellent supervisory skills and dependability to perform all duties of the position required; hospice experience preferred.
  • Extensive experience working in an electronic medical/health record system.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources required.
  • Must be able to read, write and speak English, and effectively communicate both orally and in writing with both internal and external audiences for all essential job functions.
  • Must have experience in process improvement initiatives, be able to identify opportunities for improved efficiency, negotiations, financial management, compliance, and team leadership.
  • Experience in leading and providing support to diverse groups.
  • Excellent interpersonal skills, sound judgment, effective organizational, prioritization and follow-through skills, attention to detail, tact, dependability, emotional intelligence with the ability to maintain confidentiality and promote positive, constructive relationships with communication and collaboration at all levels.
  • The physical and sensory demands of the position include: vision, effective speech and hearing for extensive telephone contact; repetitive motion; traveling; driving or riding in motor vehicle; standing, sitting, walking, bending, reaching, and stretching; lifting up to twenty five (25) pounds unassisted.
  • Reliable transportation to be able to travel and maintain the rigors of a busy schedule required.
  • Must be eligible to work in the United States.
