Scope of Work: 

CRES is seeking a dynamic and accomplished Director of Congressional Policy to help lead the charge in shaping right-of-center clean energy and climate change policy.  Serving as the second-in-command in the Policy department, this position offers a unique opportunity to support the Vice President in leadership functions, enhance the department's capacity, and drive forward CRES’s policy and advocacy-related initiatives. As the key internal liaison between the Policy and Government Relations teams, the Director will ensure seamless alignment and advancement of shared priorities between CRES’s policy, advocacy, and lobbying efforts. Representing CRES in various high-profile forums, the Director will collaborate with stakeholders to achieve significant policy objectives by leveraging their deep network of relationships with Congress, federal stakeholders (especially: DOE, EPA, FERC, Treasury, etc.), industry, trade associations, and mission-critical thought partners. Additionally, the Director will identify and analyze key policy issues related to energy, climate change, and regulations, with a focus on the BIL, clean energy tax credits, permitting and innovation.  

 

Responsibilities: 

Policy Development and Strategy: 

  • Support the Vice President of Policy & Advocacy in developing and implementing strategic policy initiatives that align with CRES’s mission and goals. 
  • Create and curate memos, policy briefs, and reports for internal and external audiences. 
  • Monitor and evaluate energy policies, programs, and regulatory developments, assessing their effectiveness and impact. 

 

Research and Analysis: 

  • Conduct in-depth research and analysis on a variety of energy policy issues, including renewable energy, energy efficiency, and carbon reduction strategies. 
  • Conduct qualitative and quantitative research to advance CRES’s government- and policy-adjacent agendas. 
  • Analyze complex policy issues and synthesize findings into clear, concise policy recommendations. 

 

Stakeholder Engagement: 

  • Build and maintain relationships with policymakers, industry experts, and other stakeholders to advance CRES’s policy agenda, with a strong focus on Congressional members and staff. 
  • Represent CRES in policy discussions, Congressional forums, and industry events. 
  • Participate in roundtables and discussions at think tanks and other policy forums. 
  • Collaborate with the Communications Team to ensure strategic messaging and policy alignment. 
  • Manage relationships with subject-matter experts and external stakeholders in energy and climate. 

 

Content Creation, Communication, and Collaboration: 

  • Redline bills and legislative proposals to provide policy recommendations and insights to various audiences.  
  • Develop clear, persuasive, and timely policy materials, including policy briefs, reports, action alerts, and talking points. 
  • Author issue briefs, white papers, legislative proposals, and blogs to engage policymakers, like-minded organizations, and corporate partners. 
  • Support CRES’s public and private events by providing policy content and insights. 
  • Ensure policy materials are aligned with best practices and address pressing energy policy challenges. 
  • Demonstrate integrity and leadership in mentoring entry-Level staff while fostering cross-collaboration within the Policy department and across other departments to ensure cohesive and effective teamwork. 
  • Perform other duties as assigned.

  • Adaptability: Flexibility to adapt to changing priorities and political landscapes, maintaining a proactive and solution-oriented approach.  
  • Entrepreneurial Spirit: A deep commitment and drive to advancing right-of-center clean energy and climate change policies, maximizing opportunities to advance the CRES agenda. 
  • Government Relations: An in-depth understanding of working with and fostering relationships with congressional members and their staff, with a successful history of public speaking in front of these audiences. 

 

Education and Experience: 

  • At least a bachelor’s degree in Public Policy, Government, Economics, Political Science, or a related field. 
  • Minimum of 5-8 years of relevant experience in a similar role or related position in public policy, politics, and/or government affairs, including Capitol Hill, government agency, advocacy firm, trade-association or industry experience.
