Job Description and Duties

Under the direction of the Staff Services Manager I (SSM I), the Associate Governmental Program Analyst (AGPA) independently performs a wide range of complex administrative, analytical, and consultative duties.

The incumbent must maintain cooperative working relationships with staff at the branch, division, and executive management levels, legal staff, federal partners, members of the dairy industry, and the public.

The incumbent provides sound and appropriate analysis-based recommendations for viable courses of program action, completes all work satisfactorily, works well under pressure, and meets required deadlines.


  • Conduct analysis, including both initial and ongoing evaluations, of the Branch food safety/public health inspection program according to criteria set forth in the U.S. Food and Drug Administration's (FDA) Manufactured Food Regulatory Program (MFRP) Standards
  • Identify environmental health and food safety program strengths, weaknesses, procedural gaps, resource issues, or areas of nonconformance with MFRP standards, and prepare summary reports for Branch management
  • Evaluate training needs for inspection personnel, in consultation with regional supervisors, to ensure food safety inspection competencies are maintained statewide
  • Research and coordinate classroom training opportunities at seminars, workshops, meetings, or other venues such as webinars, available through university, nonprofit associations, or other local, state or federal agencies
  • Prepare, submit applications, track, and maintain Branch federal grants and contracts, including but not limited to the Association of Food and Drug Officials (AFDO) Milk and Shellfish Training grant, AFDO Milk and Shellfish Equipment grant, MFRPS grant agreement, and FDA Food Inspection Contract
  • Research and coordinate with regional supervisors and field staff on assigning FDA contract inspection work, providing inspection history, and supplemental documentation as required
  • Evaluate legislation and/or regulations for impacts to Branch public health activities, including but not limited to effective integration with federal agencies under the Food Safety Modernization Act and MFRP standards, and recommend proposed changes to Branch management with local and federal agencies under the Food Safety Modernization Act and MFRP standards
  • Analyze, research, and draft legislative proposals for management as assigned

Working Conditions


The duties of this position are primarily conducted indoors on the third floor of a four-story office building in Sacramento, CA, however, the incumbent may occasionally be required to work outside, under difficult conditions, and in non-standard office environments.

Some travel throughout the state or out-of-state may be required.

Department Information


The Milk and Dairy Food Safety Branch is responsible for ensuring that milk, dairy products, and products resembling milk products (PRMP's) are safe, unadulterated, and properly labeled to safeguard public health.

The Branch inspects dairy farms, bulk milk tanker trucks, and milk processing plants; issues permits and licenses to dairy farms and processing facilities; collects samples for regulatory testing to ensure compliance with food safety and quality standards; reviews product labels for conformance with regulations to avoid misleading information for consumers; completes in-depth reviews and food safety assessments of complex equipment or novel processing methods, and evaluates and licenses technical food safety competencies of dairy industry workers.
