**Job Description**
Reporting to the Human Resources Director, the Labor and Employee Relations Manager is responsible for overseeing the City's labor and employee relations. Key responsibilities include managing grievance responses, advising on disciplinary actions, leading labor negotiations, and ensuring compliance with labor laws. The position also serves as the Chief Examiner/Secretary for the Civil Service Commission.

Distinguishing Characteristics:
  • The Labor and Employee Relations Manager collaborates with the Human Resources leadership team to provide strategic direction and oversee labor management and employee relations.
  • While the Human Resources Manager focuses on department operations, this role prioritizes labor relations and employee management.

Essential Functions:
  • Lead negotiations with union employee groups and develop bargaining strategies.
  • Manage internal workgroups impacting negotiation decisions.
  • Provide guidance on employee performance and corrective actions.
  • Investigate and resolve employee complaints and grievances.
  • Stay abreast of regulatory changes and adjust policies accordingly.
  • Oversee human resource functions and Civil Service Commission regulations.
  • Collaborate with various stakeholders to address employee issues effectively.

Peripheral Duties:
  • Deliver exceptional internal customer service and support.
  • Build positive relationships with stakeholders and maintain confidentiality.
  • Adhere to emergency response protocols as needed.
  • Act as Director in the absence of the HR Director.
  • Perform additional assigned tasks.

Knowledge, Skills, and Abilities
  • Experience in interest-based bargaining and mediation practices.
  • Knowledge of labor laws and HR practices.
  • Familiarity with public sector HR administration.
  • Strong communication and analytical skills.
  • Ability to lead, mentor, and delegate effectively.
  • Proficiency in MS Office and HR Information Systems.

Qualifications

Minimum Requirements:

  • Bachelor's Degree in HR, Business, or Public Administration.
  • 5 years of HR or labor relations experience with 2 years in a supervisory role.
Licenses and Certifications:
  • Valid WA State Driver's license.
  • SHRM-CP, PHR, or SPHR certification preferred.
  • Public sector HR experience and knowledge of first responder dynamics desirable.

Other

Physical Requirements:
This role involves office work with occasional travel and flexible hours. The employee must be able to multitask and communicate effectively. It is an exempt position with expected overtime when necessary.
