DEFINITION

Under general direction,

Supervise and coordinate the work of staff responsible for performing sub-professional financial, statistical, accounting, clerical, cashiering, customer service, and general record keeping duties; Review and analyze data in software applications to ensure accuracy and compliance with procedures and applicable laws; Ensure work quality and adherence to established policies and procedures; Coordinate assigned activities with other divisions, outside agencies, and the general public; and Perform the more technical and complex tasks relative to assigned area of responsibility. EXAMPLES OF DUTIES

Plans, prioritizes, assigns, and reviews the work of staff responsible for performing sub-professional financial, statistical, accounting, clerical, cashiering, and general record keeping duties;

Maintains all aspects of processing including but not limited to parking citations, business licenses, dog license, parking permits, bus passes, and taxi vouchers;

Assumes custody of all funds received by the City including money deposited by other City departments;

Interfaces with the Department of Motor Vehicles, LA Superior Court-Torrance, credit bureau, Southern California Automobile Club, other agencies and multiple software vendors;

Participates in the development of goals and objectives;

Participates in the selection of assigned accounting staff;

Provides or coordinates staff training; works with employees to correct deficiencies;

Ensures that matters pertaining to parking citations are properly processed, coordinates with the Police Department and Community Services on changes in state and municipal codes;

Conducts research and assists in product evaluation and selection;

Coordinates with other department personnel to ensure optimal customer service;

Prepares and regulates division expenditure budget;

Oversees and participates in preparing correspondence, reports and agenda items relating to Finance Department activities;

Devises forms and procedures needed for daily operations;

Works with information technology staff and vendors on troubleshooting problems and data conversions;

Coordinates assigned accounting activities with those of other divisions, outside agencies and organizations;

Responds to and resolves difficult and sensitive inquiries and complaints; works with confidential information used in normal daily operations.

QUALIFICATIONS GUIDELINES

Knowledge, Skills & Abilities:

Knowledge of:

Operational characteristics, services, and activities of a cashier office;

Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases;

Principles of supervision, training, and performance evaluation;

Mathematical principles;

Customer service techniques, practices, and principles;

Principles and procedures of financial record keeping.

Ability to:

Coordinate and direct assigned programs;

Supervise, organize, and review the work of assigned staff involved in cashiering activities;

Select, train, and evaluate staff;

Prepare statistical reports and generate reports from various software applications;

Deal effectively with the public;

Read and understand laws, regulations and procedures;

Operate office equipment including computers and supporting word processing and spreadsheet applications;

Communicate tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility;

Establish and maintain effective working relationships with those contacted in the course of work.

Education and Experience: Any combination of training and experience which would provide the required knowledge and abilities is qualifying. A typical way to obtain this required knowledge would be:

Educational equivalent to graduation from an accredited college or university with a degree in public administration, business administration, accounting or a related field and three years of increasingly responsible experience in government or a comparable business or non-profit organization is required.

One year of supervisory experience is required.

Experience with cashiering and customer service is desirable.

Licenses/Certificates: Possession of a valid Class C California Driver's License with a safe driving record is required and must be maintained as valid during the course of employment.
