Scheduled Work Year

Salary Range will be based on education and prior related experience

Education:
Minimum master's degree from an accredited college or university in educational leadership or equivalent. Specialist degree preferred.

Certification or Licensure:
Valid Georgia Tier II educational leadership certificate.

Work Experience:

Three or more years of supervisory, administrative, and leadership experience as an Assistant Director, or Coordinator in human resources in a school district.

School leadership experience preferred.

Skills:
Knowledge of best practices in human resources based on national, state, and local standards governing educational institutions. Knowledge of applicable federal, state, and local laws and regulations. Ability to collect, analyze, and use data to plan for improvements. Ability to support the District's vision, promote open communication, and collaborative problem-based best practices. Writing and technology skills are necessary for producing comprehensive reports and making presentations. Knowledge of team-building techniques and dispute-resolution concepts. Ability to supervise and evaluate the work of others. Excellent verbal and written communication skills, including the ability to make persuasive presentations. Good organizational and personal leadership skills. Possess a strategic focus with the ability to be decisive.


This position is responsible for providing leadership and direct human resources operations of Richmond County Public Schools with responsibility for staff allocations, recruitment, retention, employment, compensation, employee relations, benefits, performance management, and employee services.

Work involves the performance of duties assigned by the Chief Human Resources Officer including all human resources and employee benefits functions.

Oversees the staff and operations of the Human Resources Department.
Implements and monitors Georgia School Code and Georgia Department of Education regulation guidelines related to areas of responsibility.
Leads Human Resources team achievement of department goals and objectives.
Regulates and recommends human resources operating procedures.

Implements Human Resources practices necessary to establish a positive employment environment and relationship to promote a productive and effective employee population.

Implements human resources strategies by establishing department accountabilities.
Manages human resources operations by recruiting, selecting, orienting, training, coaching, and counseling staff.
Accomplishes special project results by identifying and clarifying issues and priorities. Supports management by providing human resources support.
Carries out a process of organizational planning that evaluates staffing needs and forecasting throughout Richmond County School System.
Supports the periodic review and update of employee job descriptions.
Leads recruiting, retention, and placement strategies, programs, and practices.
Plans staff allocations, and performs other human resources, finance, and payroll-related functions for assigned employees.
Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff.

Such responsibilities include staff performance reviews and the development and implementation of professional growth plans to include keeping abreast of current developments, literature, and technical sources of information.

Leads staff in the design, development, implementation, monitoring, and documentation of quality and reliability improvement plans and procedures.

Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies, and professional standards.

The employee shall carry out such other and further duties, whether specifically listed above or not, as are assigned or required by such employee's supervisor, other appropriate school personnel, laws, board policy, administrative regulation, department handbook, as are reasonably necessary to the efficient operation of the school system and its mission.
