Work Unit Overview:


The Forestry Division of the Department of Natural Resources and Conservation (DNRC) ensures the sustainability of Montana forests, rural lands, and communities through cooperative wildland fire protection and sound forest management practices.

The Division consists of the Fire Protection Bureau, the Forestry Assistance Bureau, the Good Neighbor Authority, the Forestry Division Business Office, and six area offices located throughout the state.

It is the mission of the DNRC Fire Protection Bureau to protect lives, property, and natural resources from wildfire by providing safe and effective services to Montana's citizens as well as leadership, coordination, and resources to the State's wildfire organizations.

The DNRC Fire Protection Bureau requires a robust approach to craft the direction and delivery of the National Cohesive Wildland Fire Management Strategy and to coordinate the activities of all Forestry Division programs to achieve mutually beneficial goals while focusing on internal cohesion.

The Fire Protection Bureau incorporates, as critical components, community preparedness; homeowner risk reduction; and fire prevention; as well as prescribed fire and hazardous fuels reduction.

We deliberately engage Montana's citizens to prepare themselves, their property, and their communities for wildfire. It is through the Community Preparedness and Wildfire Prevention Program that the Department's aspirations in these areas become reality.

Job Overview:


The Fire Adapted Communities Specialist focuses on community preparedness and wildfire adaptation to reduce the risk of catastrophic wildfire impacts to communities across the state of Montana.

This work is primarily accomplished via the Specialist's engagement as the Coordinator of the Fire Adapted Montana Learning Network (FAMLN).

The incumbent serves both as an internal resource to DNRC personnel as well as to key external partners in local, state, tribal, and federal government.

The incumbent must perform a variety of other professional and administrative tasks in support of the Forestry Division as assigned by the supervisor.

This may include representing the agency at meetings and conferences, managing special projects, and attending training and/or continuing education as required.

Essential Functions (Major Duties or Responsibilities):

/These job functions are the essential duties of the position and are not all-inclusive of all the duties the incumbent may be assigned./ A. Coordination of the Fire Adapted Montana Learning Network (70% of time) The Fire Adapted Communities Specialist will serve as the coordinator/convener/facilitator for the statewide Fire Adapted Montana Learning Network. The purpose of this network is to facilitate dialogue between member-practitioners, share lessons learned in efforts to foster wildfire resilient communities, and establish, build, and maintain relationships to increase the efficacy of fire adapted communities work statewide. 1. Provide leadership, administration, and both organizational and logistical coordination to internal and external partners and stakeholders to connect, support, and align people and communities who are striving to live more safely with wildfire. 2. Develop and communicate a strategic plan for the Fire Adapted Montana Learning Network. Continually evaluate the effectiveness of Learning Network programs, projects, and efforts to ensure strategic objectives are met. 3. Schedule, coordinate, and facilitate network meetings, workshops, and learning opportunities, both virtual and in-person. Provide logistics support and lead and/or serve on the event design team for in-person and virtual events ranging from small, low complexity events (1-2 hour, 10-30 person) events to large, complex events (multi-day, multi-location, 50 people). 4. Facilitate the establishment, maintenance, and growth of relationships among members; facilitate dialogue between member-practitioners. 5. Provide skills building and learning opportunities for network members to grow their expertise in the realm of fire adapted community work. 6. Assist members with the establishment and growth of local working groups that promote fire adapted community efforts. 7. Connect members with technical and financial resources that enable member-practitioners and their organizations to establish, implement, build, and enhance their fire adapted community efforts. 8. Engage network members to identify gaps in outreach and educational materials related to community preparedness and wildfire mitigation. Occasionally as project manager to fill those gaps and create needed resources. B. Grants (15% of time) The Fire Adapted Communities Specialist will work with the Community Preparedness and Fire Prevention Program Manager to seek, secure, and distribute grant funds to support resilient landscapes, fire adapted communities work, the reduction of human-caused fires, and increase capacity within the Community Preparedness and Fire Prevention program. 1. Seek, evaluate, and secure grant funding opportunities for program initiatives such as the Fire Adapted Montana Learning Network, landowner engagement initiatives, and support for program partners. 2. Determine intent and alignment of funding resources to meet objectives of the programs. Identify funding sources that support both project-specific activities and sustain the capacity of the programs to deliver services effectively and efficiently. 3. Provide technical assistance in the form of application content review and revision to external partners. 4. Conduct administrative tasks to effectively manage grants including those implemented by the DNRC or local communities, government agencies, and other grant sub-recipients. 5. Work with Forestry Division Grants and Agreements personnel to define project scope of work and develop sub-award and beneficiary grant agreements to obligate funding; processing reimbursement requests; conducting inspections to monitor and ensure compliance of terms and project intent; retaining and reporting project accomplishments as required by funding sources. C. Engagement and Outreach Development (10% of time) The Fire Adapted Communities Specialist will work with the Community Preparedness and Fire Prevention program manager to develop targeted outreach and engagement campaigns to increase landowner and community use of technical and financial resources to foster fire adapted communities. The incumbent must possess a strong working knowledge of both the National Cohesive Fire Management Strategy, as well as familiarity with DNRC programs and services. 1. Support and assist the Community Preparedness and Fire Prevention Program Manager in efforts to reduce human-caused fires within the state of Montana. 2. Support and assist the statewide public information function regarding the DNRC's Community preparedness and Fire Prevention Program. 3. Provide support to the Program Manager in their role as the Executive Director of Keep Montana Green by developing promotional materials, encouraging educator participation, updating and maintaining the KMG website, and supporting the Annual Meeting and Annual Fire Prevention Art Contest. 4. Assist with Wildfire Awareness Month, including the multi-state proclamation and promotion of Wildfire Awareness Month activities statewide. 5. Work with DNRC personnel, Learning Network members, and other partners to develop outreach infrastructure (websites, digital marketing platforms, mailing campaigns) to establish and advance both new and ongoing campaigns aimed at increasing landowner and community awareness and utilization of technical, educational, and financial resources. 6. In coordination with the Program Manager, coordinate, direct, and oversee multiple statewide outreach and education campaigns. 7. Review and provide feedback to Forestry Division staff and external partners on outreach materials they have developed, with an eye to establishing consistent messaging and branding. 8. Maintain strong, positive relationships with staff and partners to foster consistent communication and supportive actions. 9. Respond verbally and in writing to inquiries from landowners, community groups, project partners, contractors, and department staff to provide accurate and timely information and expertise regarding the overall goal of projects and services provided. 10. Prepare media and mass-market publications, media releases, public service announcements, social media content, and other media to provide fire information and showcase success stories.

Minimum Qualifications (Education and Experience):


The required knowledge, skills and abilities are typically acquired through a combination of education and experience equivalent to a bachelor's degree in forestry, fire, natural resources, or related field; combined with demonstrated ability to effectively communicate the DNRC's needs, objectives, and accomplishments related to the Fire Protection Programs; showcase project success stories; and provide information on emerging natural resource issues.

Formal working knowledge of, and experience in, network coordination or stakeholder outreach, as well as graphic design, is preferred but not required.

The Fire Adapted Communities specialist requires professional level knowledge skills and abilities related to project management including organization, planning, and reporting.

The duties of the position also require skill in written and verbal communication; as well as public information, education, and outreach; combined with an understanding and essential working knowledge of network building and coordination.

The incumbent's responsibilities require working knowledge of important natural resource issues in Montana, especially those pertaining to forest management, prescribed fire, wildland fire, forest health, insects and disease management, water quality, and recreation.
