Job Description and Duties
Under the supervision of a Senior Transportation Engineer or Construction Engineer, the Transportation Engineer (Civil) carries out a wide range of professional engineering tasks, such as fulfilling the role of a Resident Engineer/Assistant Resident Engineer, in a construction office or field environment. The incumbent inspects project progress to ensure compliance with contract plans and specifications for all highway construction phases, manages construction contracts, oversees contractor operations, prepares change orders, responds to claims, reviews Critical Path Method Schedules, participates in project meetings, resolves claims, and oversees contract closure. The incumbent will be involved in minor, major, and/or emergency projects across the District; ensures accurate measurement and payment, and maintains project documentation in line with departmental policies. This role may entail serving as Assistant Resident Engineer.

Eligibility for employment may be based on your performance in the Transportation Engineer (Civil) Exam. Working Conditions
Positions located in District 12/Division of Project Delivery - Santa Ana, Orange County

The incumbent will work in construction sites and field offices, with possible local and occasional statewide travel for training or project meetings. The workload may involve frequent night shifts, changes in work schedules, and various work hours. Project assignments can be anywhere in District 12, Orange County. The incumbent may be exposed to different work environments, including outdoor conditions, noise, and extreme temperatures during field work; appropriate safety gear will be provided. Office work is typically in a climate-controlled environment. The incumbent may spend extended periods at a desk working on a computer. Work hours will be determined by Caltrans based on operational requirements, and overtime, night, weekend, and holiday work may be necessary. Some lifting up to 50 pounds may be required.
The Caltrans Transportation Engineer (Civil) Rotation Program mandates a 24 to 33-month rotation for all permanent, full-time Transportation Engineer (Civil) employees who completed their probation with Caltrans Districts after June 22, 2018, or an earlier date set by the Districts. The program aims to offer employees and Caltrans mutual benefits through a structured process that involves rotations in different project delivery units. Participants will gain comprehensive project delivery expertise by rotating through various functional units, with core assignments in Design and Construction, and an elective assignment. Rotation durations typically range from 6 to 12 months, depending on workload and employee objectives, and may involve extended travel within the state.
In addition to the Rotation Program, employees may be temporarily loaned to other project delivery units during peak staffing requirements. New State candidates will start at the minimum salary of the classification or alternate range where applicable.

Special Requirements Occasional travel may be necessary. A valid driver's license is required for operating state vehicles. The position calls for a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers for Range D appointments. An applicant must submit a Statement of Qualifications (SOQ) with their State application. The SOQ should demonstrate how the applicant's education and experience meet the evaluation criteria, reflecting their ability to present information clearly and concisely in writing. The SOQ should not exceed two pages in length, using at least 12-point font, with each evaluation criterion addressed separately and in sequence. Resumes, letters, and other materials will not be accepted as substitutes for the SOQ.
In addition to the minimum qualifications, candidates will be assessed on the following position-specific qualifications:
- Experience and proficiency in effective oral and written communication, report preparation, and documentation.
- Experience in managing multiple tasks, completing assignments accurately, and prioritizing effectively to meet deadlines.
Minimum Qualifications must be confirmed before the interview or appointment. Candidates demonstrating qualifications through education must include unofficial transcripts/diplomas, with official documentation required upon appointment.
