The Project Management Office (PMO) team provides portfolio, program, and project management tools, solutions, and services to our internal teams as well as to our business partners so they can work faster and better.

We aspire to be the connective tissue that supports the core business operations of the System Division, so that our teams are able to achieve our shared vision of making the System Division the partner of choice for City Departments.

The Role


We are looking for an accomplished and enthusiastic Project Management Office (PMO) Manager to lead the portfolio, program, and project management practices for the nearly 100-person Systems Division.

The PMO Manager reports to the Systems Division's Director of Program Management and Service Delivery and oversees a team of five (5) project and program professionals and as-needed consultants.


Key responsibilities include, but are not limited to:
Portfolio Management

Leading the Performance Goal Planning, Management, and Reporting process for the entire Division, standardizing and ensuring consistency across the following activities & deliverables:Monthly portfolio reviews

Quarterly business reviews

Controller's Office Performance Goal Planning & Reporting

Government Operations Program Planning & Reporting

Leading intake and assessment of all new business cases and project requests for the Division, including clear PMO resource and deliverable commitments – standardized by project size, risk, and complexity – as an output from every Project Assessment

Lead the evaluation, pilot, and implementation of a standard Resource Planning process and tool for the entire Division, with the objective of ensuring the Division has the right the mix of programs, projects, products, and services to successfully execute our strategy within the Division's funding and resource constraints

Leading the standardization and continual improvement of the Division's portfolio management policies, procedures, tools, roles, responsibilities, and deliverables, ensuring buy-in and support from the entire Division through a collaborative process incorporating feedback and suggestions from all levels of the organization

Program & Project Management

Leading the delivery of program and project management services to ensure successful execution of the Division's major initiatives, specifically including the following projects to be initiated and/or completed in the fiscal year ending June 30, 2025:Migrating the Division's on-premise infrastructure to third-party cloud infrastructure provider

Decommissioning the Citywide self-service portal used by over 35,000 active employees and 75,000 retirees

Ensuring successful and continuous upgrades of all Enterprise Oracle and PeopleSoft Applications

Leading the Government Operations Program (Gov Ops) on behalf of all six of the Division's Business/Product Lines, including bi-monthly executive reporting of release notes and roadmap updates for all enhancements and projects under the Gov Ops Program


Leading the standardization and continual improvement of the Division's program and project management policies, procedures, tools, roles, responsibilities, and deliverables, ensuring buy-in and support from the entire Division through a collaborative process incorporating feedback and suggestions from all levels of the organization.

Leading the standardization and continual improvement of third-party professional services management, including solicitation and contract scope, deliverable review and acceptance, and budget vs.

Leading the Portfolio & Project Management competency model development, collaborating with the entire PMO team to standardize roles and responsibilities, clearly differentiating between job classes (both within the PMO team and for project managers outside of the PMO team)

A Successful Candidate Will...

Operate effectively with teams and executive management and be comfortable leading, negotiating and influencing. The candidate must have strong planning and organizational skills, experience managing vendors, and a broad understanding of project management.

To effectively support our stakeholder's business objectives and policies, the candidate must have a strong understanding of the functional business areas supported by the Systems Division – City Finance, Accounting, Procurement, Budget, Human Resources, Benefits, Payroll, and Learning –and exceptional collaboration and communication skills.

The candidate is strategic and sees the big picture while also being tactical managing the details. The candidate takes initiative and ownership and has a willingness to learn and take on new responsibilities.

Strong oral and written communication skills are crucial, as well as ability to think clearly, analyze quantitatively, problem-solve, scope business requirements, and prioritize.
