Duties
  • Assists in the planning of activities of the Patient Safety Program as assigned, ensuring compliance with legal and regulatory requirements and to meet patients' needs. Revises or reviews policies, procedures, Patient Safety objectives, and health care system design to eliminate work problems or barriers to mission accomplishment as directed. Program Analyst participates in the review of system/processes for the Patient Safety Program to make certain that the Patient Safety Program requirements are met and validated and that the qualities of operations are maintained and or improved.
  • Under the direction of the Patient Safety Manager (PSM), Program Analyst conducts investigations of issues or problems that have a potential negative major effect/impact on the Health Care System. Conducts incident reviews and gathers information from clinical and administrative records and conducts interviews of staff. He/she analyzes data, written responses, reports, and records to prepare information required by the PSM. Facilitates teams designed to determine root cause(s) and recommends actions, procedures, changes in policy, etc. that are designed to help prevent the recurrence of similar events, improve effectiveness, efficiency, and/or productivity of one or more services or functions.
  • The Program Analyst attends assigned meetings as a representative of the Patient Safety Program, with-in the Southeast Louisiana Veterans Healthcare System, that includes Service Chiefs and the facility's service staff. He/she establishes, develops, and maintains effective working relationships with all levels of management throughout the medical center, will represent the medical center as a Patient Safety expert, and help maintain liaison with customers. He/she meets with patients, service staff, and accrediting agency officials, as directed, to explain Patient Safety policy and procedures to help resolve problems as they arise. The Program Analyst participates in special projects: and initiatives and performs special assignments as directed by the PSM. He/she identifies the need for and recommends special projects with milestones and goals, determines appropriate recommendations for unresolved problems and performs follow-up, develops and delivers briefings and presentations as requested by the PSM for the Director, the Chief of Staff, and/or Service Chiefs, and is responsible for providing education on the subject of Patient Safety to physicians, residents, nurses, pharmacists, dieticians, and other clerical/clinical staff.
  • The Program Analyst is responsible for assisting the coordination, implementation, and ongoing management of the Patient Safety Data Entry (SPOT software package for the capture and data validation at the Southeast Louisiana Veterans Healthcare System. The Patient Safety Specialist will apply expert knowledge of the medical center's VISTA (DHCP) computer programs, National Center for Patient Safety (NCPS) SPOT software, including the Joint Patient Safety Reporting system (JPSR). The Program Analyst uses knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the VA and NCPS in measuring and evaluating the Patient Safety program accomplishments. The Program Analyst independently works with National Patient Safety officials, VISN officials, local management, and hospital staff to perform the following work associated with the Patient Safety Program:
Work Schedule: Monday- Friday (7:30am-4:00pm); subject to change based on the needs of the Facility.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to perform the duties as a Program Analyst (Patent Safety Specialist). Qualifying Specialize experience includes: navigating, managing, and entering data into multiple reporting systems including the JPSR incident reporting system, the WebSPOT data management system, the NCPS Alerts and Recalls System, retrieving information from multiple data sources including IPEC, VSSC, Power BI, managing, entering data, and developing reports in Microsoft Word, Microsoft PowerPoint, Microsoft Excel, and Microsoft Teams and facilitating inter professional performance improvement teams/projects including RCAs, HFMEAs, and PSATs. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Education: successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
