Definition of Class

  • This position serves as the Administrative Officer I for the Quality Assurance Department at the Erie County Office of Children & Youth (ECOCY) and reports directly to the Administrator of Quality Assurance and Compliance.
Duties & Responsibilities

  • Maintains an above-average working knowledge of regulations; maintains an above-average working knowledge of agency and county polices/procedures. Receives and screens telephone calls/visitors from the public; directs and reroutes callers to the appropriate staff person or directly provides the necessary information as needed. Receives, prioritizes, and relays a wide range of client related information from the public, social service agencies, and public officials within confidentiality constraints as set forth by law and regulation. Research background and case information/policies/regulatory requirements when necessary to provide sufficient and accurate information. Assists with quality assurance operations, policies/procedures, preparing/implementing recommendations on quality assurance actions. Assists with agency projects/initiatives to determine effectiveness and provide data for administrative planning. Assists with corrective action plans for ECOCY resulting from the annual licensing inspection. Serves as a liaison between the quality assurance and fiscal departments at the Erie County Office of Children and Youth by facilitating meetings with appropriate staff as needed.
  • Assists with the Needs Based Plan & Budget. Works with ECOCY staff on unified contracting process. Reviews provider refunding submissions and contract documentation. Provides feedback to program staff regarding the status of individual provider contract processes. Provides support for administrative data-analysis pertaining to contracted service providers, effectiveness, and whether providers are meeting their stated goals and agency expectations. Assists with corrective action plans for contracted service providers resulting from contract monitoring. Facilitates meetings with contracted service providers. Completes invoice verification tasks for In-Home Service providers. Facilitates and tracks referrals to specific In-Home Service providers. Prepares reports, correspondence, and other materials as needed. Assists in record keeping and coordination of data and reports for various submissions. Produces, collects, and disseminates weekly and monthly reports for ECOCY personnel to include the Administrator of Quality Assurance and Compliance, Administrator of Operations, and Quality Assurance personnel.
  • Processes requests for records and transmits records to requestor as appropriate. Creates files and completes filing activities. Attends staff meetings and other meetings as required and documents meeting information. Coordinates meetings for various work groups and committees. Work includes preparing and distributing meeting notices, agendas, and minutes, and handling all logistics for meetings. Participates in special projects/internal committees requiring initiative and independent judgment and familiarity of the local community and the Office of Children and Youth as assigned. Assignment and tracking of Daycare referrals for Family Support Daycare Services. Performs other duties as assigned.
Knowledge, Skills, & Abilities

  • Knowledge of office practices, equipment, and procedures. This employee should have the ability to gather and assemble facts to be used to determine solutions to administrative problems, comprehend program goals and objectives, assist with developing administrative policies and procedures along with establishing and maintaining effective working relationships with other administrative officials and the public. The Administrative Officer I should be able to express ideas clearly and concisely both orally and in writing as well as possess other skills to perform assigned duties.
Minimum Requirements

  • High School Diploma or GED
  • Minimum of 2 years of Experience in Office Management or Staff Work
Supervision Received

  • This position reports directly to the Administrator of Quality Assurance and Compliance, who will provide Supervision directly during regular meetings/communications.
Conditions Of Employment
