We are seeking a talented Department Manager that enjoys working with a growing and developing team. In addition to leading the team, you will handle client and agency interaction, provide technical oversight to air quality and ESG program development, compliance projects, manage air quality staff, and ensure regulatory compliance and proper execution of all air projects for clients. The successful individual must demonstrate the ability to attract and retain clients, develop and implement business plan strategies that will positively impact growth of Terracons Air Quality and ESG practice Program.

**General Responsibilities:**

Supervise or monitor all projects in progress in the department to ensure that work is executed on time and in accordance with the clients requirements and within company policies, procedures and standards. Supervise the preparation of proposals and cost estimates to clients to ensure proper scoping of services, availability of manpower and pricing to achieve desired profitability. Supervise the daily operations of a department including staff training, development, and performance review, utilization of equipment and facilities, safety oversight, quality of services and work product, timely delivery of services and deliverables, and adherence to policies and procedure. Plan for and participate in business development activities to identify, develop, win, and execute project opportunities and build and maintain client relationships.

**Essential Roles and Responsibilities:**

Provide leadership and technical direction to the Terracon Air Quality and ESG Program

Provide competency and expertise in State and Federal Air Quality Regulatory Programs, including NSPS, NESHAP, Title V, PSD, Non-Attainment NSR, Permit by Rule

Work closely with oil and gas clients to understand specific processes and develop an appropriate permitting and compliance strategy

Perform emission calculations, modeling, and determination of regulatory requirements

Manage the development and administration of air quality related programs and projects

Provide oversight to ensure that projects are executed within scope/budget/schedule, as well as ensure that quality standards are met on project deliverables

Mentor air quality staff in the proper planning and execution of air quality projects, and in directing or conducting independent technical reviews of deliverable work products

Participate in proposal preparation

Participate with EHS audits

The ability to work in a team environment

Willingness to travel up to 20% within Texas, Oklahoma, and New Mexico

**Requirements:**

Bachelors degree in Engineering, Science, or related field, Masters degree is a plus

Minimum 10 years of progressive air quality consulting experience focused in the oil and gas industry

Five years of leadership experience

Experience with the following: Regulatory Management, Compliance and Support, Greenhouse Gas Emissions and Climate Change, Permit Applications, Control Technology Assessments, Leak Detection and Repair (LDAR), and dispersion modeling

Record of success negotiating air permits with regulators

Must possess the ability to translate environmental regulations and permit requirements into understandable compliance guidance

Must have experience supporting clients in the following industries: oil and gas, and chemical. Experience in the railroad industry is a plus

Prefer candidates with Senior Consultant/Team Leader experience

Environmental compliance experience in areas other than air quality a plus

**Preferred Certification:**

Certification or licensure in field of expertise.
