Performs highly advanced (senior level) consultative services and technical assistance work.

Work involves directing and evaluating newborn screening program activities; planning, developing, and implementing Newborn Screening initiatives, and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public.

The person in this position must be able to manage many tasks simultaneously and manage a variety of ongoing high-level projects and responsibilities.

Serves as a liaison to medical specialists supporting long and short-term follow-up activities for newborns with abnormal screens and confirmed diagnoses.

Promotes newborn screening initiatives to medical specialists and other groups to encourage and improve reporting activities.

Directs staff and consults with regional support services and public health programs to locate babies and facilitate appropriate medical care.

Develops and recommends procedural or policy changes. Reviews and evaluates newborn screening follow-up service delivery methods, outputs, and activities to identify gaps in resources or services. Provides professional follow up services for infants with abnormal screens. Plans, assigns, trains, and/or prioritizes the workload of long-term follow-up staff. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions:
(30%) Directs specialized public health services


Directs members of the Newborn Screening Genetics Branch who are acting as liaisons with external customers, and directly consults with internal and external stakeholders to locate and facilitate continuity of care services for the most complex or hard-to-find babies identified with abnormal newborn screens.

Consults with regional social workers to provide emergency home visits and other necessary resources such as arranging transportation to specialists and obtaining needed medications, or other healthcare services.

Uses communication skills and medical knowledge to consult and negotiate with other agencies as appropriate including Medicaid, to quickly resolve problems and identify needed resources both in and out of network.

(25%) Provides consultative and technical services


Directs, plans, and evaluates the long-term follow-up activities; including developing goals and objectives, and working with internal staff and medical specialists to plan, develop, and implement improvements to long term follow-up processes.

Develops the newborn screening long term policy/procedure manuals, standards, and performance outcomes, and plans in accordance with program objectives and goals.

Directs pilot projects and collaborates with hospitals, Health Service Regions (HSRs), medical specialists and consultants including endocrinologists, immunologists, pulmonologists, metabolic specialists, hematologists, and audiologists to find agreement and solutions to the gathering and reporting of long-term data on babies diagnosed with newborn screen disorders.

Provides technical assistance on database or electronic reporting related issues to internal and external customers; and researches and evaluates the use of alternative technology including data exchange.

Consults with program staff and medical specialists in determining national and statewide trends associated with long term follow-up.

Directs, plans, assigns, trains, and/or prioritizes the workload of staff providing long term follow-up services and may delegate work to others within the Branch as necessary; educates and provides guidance to staff in the development and integration of new or revised methods and procedures.

(25%) Provides professional follow-up of infants - Supports Newborn Screening nurses with follow-up activities by working on the most difficult-to-close cases. Uses appropriate and available tracking procedures to locate infants in need of treatment and/or retesting. Coordinates between central office, regional case management staff, hospitals, physicians, public health professionals, and consultants, as well as agencies of other states to track and assist in ensuring infants are afforded appropriate medical treatment. Enters clinical care coordination or TEHDI notes into the respective information management system.

(15%) Promotes Newborn Screening Program - Facilitates and participates in internal and external meetings and trainings. Oversees the development and implementation of techniques for evaluating training and compliance with Newborn Screening follow-up activities. Speaks to and communicates with medical specialists regarding long and short-term follow-up needs and benefits; and develops and promotes best practices for specialty centers, hospitals and other newborn screening stakeholders. Oversees the collection, organization, and analysis of the Newborn Screening Program and recommends courses of action for improving the program.

(5%) Performs other duties as assigned-Including but not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities:
Knowledge of public health processes, state laws related to program;

Knowledge of public administration and management techniques;

Knowledge of medical terminology; and of educational techniques and procedures.

Skill in written and verbal communication, including explaining abstract concepts in concrete terms.

Ability to analyze public health business processes, and determine program needs/gaps;

Ability to plan, implement, evaluate, monitor, and prepare reports;

Registration or Licensure Requirements:

None Initial Selection Criteria:

  • Graduation from an accredited four-year college or university with major course work in social services, public health, or a related field is preferred.
  • Experience in using database software (e.g., MS Access, Electronic Medical Records) and spreadsheet software (e.g., MS Excel) to collect, manage and analyze data.
  • Three or more years of experience in work related to one or more of the following areas: program monitoring and evaluation, data analysis, project coordination, and public/private health programs.
