Job Responsibilities

Responsibilities of the Safety and Security ManagerThe Safety and Security Manager provides direct oversight of safety and security at all campuses. Designs, administers, monitors, and evaluates safety and security programs to ensure compliance with applicable local, state, and federal laws and regulations governing public and occupational safety.
  • Campus Safety and Security Operations - Provides direct oversight of campus safety and security operations. Patrols grounds and buildings. Supervises security staff ensuring compliance with federal, state, and local laws and college policies and procedures. Manages and maintains security schedule to ensure coverage for all NETC campuses and events. Trains security staff on college protocols, policies, and procedures to ensure compliance and a positive, safe campus environment. Plans security coverage for special events.
  • Campus Safety and Security Planning - Designs and carries out a variety of planning activities related to campus safety and security operations. Develops a safety plan, security plan, and video monitoring system for each campus. Evaluates existing safety and security programs and measures. Makes recommendations to improve safety and security at all campuses. Works with the Director of Human Resources and the Safety Committee to implement changes/improvements.
  • Reporting - Handles a variety of safety and security issues that may arise on a daily basis. Oversees and carries out appropriate investigation, documentation, follow up, and reporting of all incidents involving campus safety and security. Develops action plan to be proactive and eliminate risks/opportunity for repeated incidents of the same nature. Informs the College President and Director of Human Resources of potential concerns regarding the welfare of the College's campuses, faculty, staff, and/or students. Creates and manages incident report tracking system and distributes as needed to appropriate areas.
  • Emergency Management and Crisis Response - Serves as emergency management point of contact for the College. Represents the College on Emergency Management committees in each county in the College's catchment area. Works with Marketing and the crisis management subcommittee on a crisis response plan. Reviews and updates crisis response plan as needed. Develops contingency plans for emergency situations for campus safety and emergency response. Establishes relationship with local law enforcement, fire, and emergency agencies in the College's catchment area.
  • Safety and Security Training - Develops, coordinates, and/or administers safety and security training to educate the College's faculty, staff, and students and establish preventative awareness. Ensures all employees know what to do and where to go if an event/incident occurs.
  • Performs other duties as assigned.
Minimum and Additional Requirements

State Minimum Requirements: A high school diploma and experience performing patrol or investigative duties with a public law enforcement agency. A bachelor's degree may be substituted for the required law enforcement experience. Must have a valid driver's license. NETC Preferred Requirements: A bachelor's degree in criminal justice or a related field and two years of work experience in law enforcement, to include one year in a supervisory capacity; or an associate's degree and four years of work experience in law enforcement to include one year in a supervisory capacity. Certification by the Law Enforcement Training Council in accordance with 23-23-40 of the Code of Laws of South Carolina 1976.

Preferred Qualifications

Knowledge of proper law enforcement officer behavior and role. Knowledge of modern law enforcement techniques and procedures. Knowledge of how to collect and preserve evidence. Knowledge of the legal rights of both suspects and law enforcement personnel. Knowledge of the laws one is responsible for enforcing. Knowledge of the functions and interrelationships of other law enforcement agencies. Skill in the operation of law enforcement vehicles, weapons and communications equipment. Ability to correctly evaluate situations and make good decisions. Ability to effectively interview witnesses and suspects. Ability to represent the agency effectively in dealings with the public. Ability to read and comprehend written materials. Ability to write clearly and effectively. Ability to plan, organize and review work activities. Ability to effectively supervise subordinates.

Additional Comments

Ability to sit and stand for long periods of time. Overnight travel may be required. Ability to lift 50 lbs. Travel to other campuses required. Travel to state and local meetings with peers, law enforcement, emergency management, and other agencies when necessary.
