Primary Function and Accountability:

The Senior Human Resource Generalist is responsible for managing and overseeing various human resources functions such as: employee and labor relations and benefits administration. The incumbent will ensure compliance with all applicable policies, rules, regulations, and laws. The Senior Human Resource Generalist will partner with HR Leadership in the development, implementation, and monitoring of policies, procedures and practices that promote employee recruitment and retention and sustain diversity, equity, inclusion, and belonging.

The selected individual will work with the CHRO, Director, Human Resources and members of the Executive Management team to translate the college's mission and vision into organizational strategy and support Executive Management in identifying organizational and cultural gaps across the Oakton College system, through research and leveraging data to develop innovative and creative solutions to address systemic competency issues.

The incumbent in this role will also work to ensure that appropriate benchmarks are established and will track and report on key performance indicators, advise on and integrate system improvements, and incorporate those into policies, practices, and procedures of the entire Oakton College system. The Senior Human Resource Generalist reports to the Director, Human Resources.

What you will need to be successful in this role (Knowledge, Skills, Competencies)

Leadership and Management
  • Help lead the college's employee and labor relations and employee benefits functions. This also includes collaboration within HR and across the College community on various people-centric initiatives and projects.
  • Collaborate with Recruiting, the Center for Professional Development, and HRIS to develop key employee experience programming. This role will help support and execute the ELR and benefits strategy by upholding and advocating OED best practices and programming initiatives to support retention of staff which includes strategy implementation, ongoing operations, coaching, feedback, conflict management and talent development.
  • Interpret college policies and procedures, collective bargaining agreements and applicable statutes and regulations.
  • Serve as a Title IX Investigator in accordance with college policies and procedures.
Human Resources Management
  • In collaboration with the Director, Human Resources, and CHRO, develop employee and labor relations strategy and goals that build and sustain relationships with government agencies, labor unions, and other constituents.
  • Partner with front-line leaders, to cultivate a culture of inclusivity and belonging, to help connect organizational mission and results to department and individual performance goals.
  • Collaborate with the Director, Human Resources to provide guidance to employees and supervisors in resolving conflicts and promote effective working relationships. Assist employees in responding to disciplinary or performance counseling; advise administrators and supervisors when considering employment action for performance issues.
  • Handle escalated inquiries and complaints to ensure quick, equitable, and courteous resolution.
  • Research and compile data for pre-disciplinary meetings and grievances, lead and/or, attend meetings and provide outcome recommendations as appropriate.
Benefits Administration
  • Effectively advise employees in relation to absence and leave programs and leave of absence requests and requests for accommodations.
  • Partner with Benefits Specialist to provide guidance and support with monitoring compliance and reporting, and other key projects such as continuous enrollment and the annual open enrollment.
  • Counsel employees and their families regarding benefits offerings, may provide back-up support in the daily operations of the benefits department, as needed.
  • In partnership with Benefits Specialist, conduct Employee Benefits orientation, Open Enrollment group and individual sessions, and monitors and ensures completion of Employee enrollments.
  • Handle escalated benefit inquiries and complaints to ensure quick, equitable, and courteous resolution.
  • Research and analyze plan design implications and work with broker, insurance committee, and within the ILCCHC to help affect change and add value to benefit offerings.
Professional & Technical Knowledge:
  • Possess a strong track record of achieving tangible employee relations outcomes through the skillful resolution and management of issues and complaints.
  • Subject matter expertise in ADA, COBRA, ERISA, FMLA, HIPAA, FLSA, Workers' Compensation. Strong working knowledge of the Illinois Education Labor Relations Act (IELRA). Thorough knowledge of policy development and implementation in coordination with federal and state laws as they relate to HR practices and procedures, benefit programs, and employee and labor relations.
  • Possess a growth mindset: the willingness to be coached and to develop to increase effectiveness, collaboration, and produce results. Demonstrated experience in conflict resolution, coaching, and/or mediation.

Job Requirements:

Required Qualifications and Credentials:
  • Three (3) years of experience administering employee benefits programs and employee and labor relations case management.
  • Bachelor's degree in Human Resource Management, Business Administration, or related degree.
  • Demonstrated track record in developing, communicating, implementing, and adapting Human Resource strategy in a sometimes constantly changing environment.
  • Excellent interpersonal and communication skills with the ability to write and present educational programs, make presentations to large groups and be able to give and receive advice and opinions in situations requiring sensitivity and tact.
  • Demonstrated ability to work effectively in a diverse community and meet the needs of diverse student and employee populations, promote equity and inclusion, and challenge and help alleviate biases and other barriers to individual success.
Preferred Qualifications and Credentials:
  • SHRM-CP or PHR certification
  • MBA or Master's degree in Human Resources or Industrial Organizational Psychology.
  • Technologically savvy and knowledgeable of HRIS and other ERP and HCM systems, including Microsoft Office Suite, Ellucian Banner or similar systems, and Google Workspace.

Additional Information:

Hours: Monday - Friday 8:15 am - 5:00 pm

Salary Range: $65,317 to $ 73,473

Based on the needs of the college and with Administrator approval, some positions at the college may have hybrid schedule options available after 30 working days.
