Essential functions (job duties):

Job Purpose

Reporting to the Senior Vice President for Finance and Business Affairs, Chief Financial Officer, and Treasurer, the Senior Associate Vice President and Deputy Chief Business Officer provides consultative analysis, advice, and recommendations to the President and Board of Governors on real estate and parking portfolio and strategy. Oversees business services, real estate and asset management, space planning and solutions, and parking and transportation services. Serve as the Chief of Staff for the Finance and Business Operations Division.

Essential Functions

Oversee the following units Business Services; Real Estate Asset Management; Space Planning and Solutions; Parking and Transportation Services; and the dotted line reporting relationship of Student Auxiliary Services to FBO, especially the business aspects of campus housing and dining.

Oversee strategy relative to shaping the University's real estate and parking portfolio and pursuit of business, community, and city partnership to advance mutually beneficial development; assessing best use, generating revenue, and engaging in relationships with community, developers, and governmental entities to support success.

Working with the Associate Vice President for Facilities, lead the execution of a campus plan that incorporates detailed space utilization analysis, implements a strategy of consolidation, manages moves, and leverages partnerships and strategies to increase campus connectivity to the surrounding communities.

Working with the Associate Vice President for Facilities, Vice President for Economic Development, Provost/Academic Affair leadership, and WSU Athletics team, lead the execution of a campus placemaking strategy and tactical implementation that increases campus vibrancy, housing occupancy, and connectivity to the surrounding communities.

Working with other divisional leaders, engage with labor unions to facilitate a collaborative and productive working relationship.

Collaborate closely with other divisional leaders including facilities, human resources, and public safety to create a culture of operational excellence, process improvement, and customer service.

Chair the university emergency operations team and includes representatives from public safety, facilities, research, risk management, student services, IT, and more.

Lead organizational change establishing a culture of collaboration, innovation, continuous learning, and improvement. Lead the unit in identifying, developing, and implementing strategic goals and objectives. Build a high performing team and create an environment of customer service excellence where employees are empowered and engaged to show leadership, initiative, and offer their full contributions. Build effective and productive relationships with the campus, community, service providers, vendors, partners, etc.

Leads the parking committee working closely with students, faculty, staff, and community members to evaluate university parking assets and service delivery and optimize revenue generation.

Qualifications:

MINIMUM QUALIFICATIONS

Education

Bachelor’s degree.

Experience

Expert (established subject matter expert, 7+ years experience)

A minimum of ten years progressively responsible experience in one or more of the following areas: operations, business services, or public administration.

Experience working in large, complex, or decentralized environments.

Success in attracting, developing, and mentoring a team of high-performing professionals.

Higher education or other similar public sector experience.

Experience with public services, local government, tax incentives, and other tools to build partnerships.

KNOWLEDGE, SKILLS, AND ABILITIES

General knowledge and understanding of business operations.

Proven ability to provide consultative leadership in a dynamic environment.

Skill in advocating, managing, and leading change related to business operations to ensure that operations are efficient, effective, contemporary, financially sound, and compliant.
