The U.S. Department of the Treasury’s Office of Technical Assistance (OTA) supports the development of strong financial sectors and sound public financial management in countries where assistance is needed and there is a strong commitment to reform. OTA provides technical assistance in over 50 countries in five functional areas: economic crimes, government debt and infrastructure finance, budget and financial accountability, banking and financial services, and revenue policy and administration.

OTA is seeking a Monitoring and Evaluation Technical Specialist (Indicators and Data) to perform a wide range of analytical, technical, administrative, and advisory functions related to the monitoring and evaluation (M&E) process, specifically related to indicator development, indicator baselining, data collection and management, and data analysis.

The person selected will be hired under a personal services contract. This position is located at OTA headquarters in Washington, DC.  After a probationary period, telework may be allowed, but this is not a remote work position. International travel will be required.

RESPONSIBILITIES: Broadly, the Monitoring and Evaluation Technical Specialist reports to the Performance Budgeting Manager and supports Performance Management and M&E efforts at OTA, with a focus on performance indicator development, data collection and management, and data analysis, in support of robust project design. The Monitoring and Evaluation Technical Specialist is responsible for designing and clearing output and outcome indicators and leading the creation of technical M&E portions of project technical designs and M&E plans. The Monitoring and Evaluation Technical Specialist supports the development of technical monitoring and evaluation plans, indicator development, baseline data collection, data management, analysis, and topical research within respective technical area(s) of focus.

QUALIFICATIONS:

This position requires a bachelor’s degree and five to ten years of progressively responsible experience in impact monitoring and evaluation, international development, or foreign assistance project design. The required experience must include:

  1. Experience in foreign assistance and/or international development project design;
  2. Experience in development of output and outcome level performance measurement indicators and targets;
  3. Experience collecting and analyzing quantitative and qualitative data
  4. Data collection/data management, including experience developing data management systems;
  5. Strong writing and editing skills, as well as superior interpersonal and oral communication skills sufficient to deliver presentations and briefings to a broad range of audiences, both internal and external to OTA:
  6. Demonstrated experience with data visualization tools (Microsoft Power BI, Tableau or similar)
  7. Advanced Microsoft Excel skills;
  8. Ability to work under tight deadlines and to adapt to changing circumstances;
  9. Collaborative team spirit, cultural sensitivity, and a strong desire to learn.

The Monitoring and Evaluation Technical Specialist must be able to travel up to 25%, including internationally.

In addition to the requirements listed above, the following experience is preferred:

  1. Experience in the application of statistical methods and field research experience;
  2. A minimum of seven years of experience in data collection/data management, including at least two years working on international development projects;
  3. At least two years of experience in a developing country setting, and/or in planning, developing, implementing, and providing monitoring and evaluation work is preferred.
  4. Master’s degree in international development, International Affairs, or related field.

SALARY: In accordance with program regulations and based on demonstrated salary history, salaries range from $56.52 to $73.48 per hour.

Background checks and Security Clearance:  Secret. Candidates will need to be eligible to obtain and maintain an appropriate level of security clearance.  Successful applicants must be able to obtain State Department medical clearance for worldwide travel.
