Project Overview

This initiative aims to deliver comprehensive assessment, monitoring, and evaluation (AM&E) support to the Defense Security Cooperation Agency (DSCA). Project activities will encompass both desk and field research, analytical tasks, data collection and visualization, strategy formulation, policy documentation, and capacity building in AM&E.

Key Responsibilities

As an AM&E Analyst III, you will contribute to the design, coordination, execution, and reporting of Security Cooperation analyses. Collaborating with key stakeholders, you will ensure that efforts align with the latest AM&E methodologies, tools, and approaches in relevant subject areas. Your primary responsibilities will include:

  • Collaborating with leadership to identify priorities and devise solutions to challenges.
  • Conducting qualitative and quantitative analyses of security cooperation initiatives.
  • Leading the development of indicators and metrics for evaluating security cooperation programs.
  • Preparing reports, presentations, and other deliverables for senior leadership review.
  • Facilitating workshops and discussions with stakeholder groups to build consensus and address challenges.
  • Overseeing the creation and maintenance of project processes and plans.
  • Providing updates on project plans and modifications.

Qualifications

  • Bachelor's degree.
  • Six (6) years of experience in AM&E, including the ability to analyze and summarize diverse information clearly, develop data collection methodologies, create organizational work plans aligned with higher-level objectives, and support staff across various knowledge levels.
  • Strong oral and written communication skills for effective interaction with mid and high-level partners, host governments, and local communities.
  • Ability to apply government agency regulations and procedures related to controlled unclassified information and foreign disclosure in daily tasks.
  • Proficient computer skills, including word processing, spreadsheet applications, and database management.
  • Ten (10) years of experience in AM&E or capability-based assessment (CBA) in areas such as counterterrorism, counter-weapons of mass destruction, counter-illicit drug trafficking, maritime security, military intelligence, and related operations.
  • Active Secret clearance.

Preferred Qualifications

  • Five (5) years of experience in assessing, developing, mapping, and enhancing business processes.
  • Five (5) years of experience and knowledge in public policy and operations.
  • Five (5) years of experience in planning, designing, and implementing AM&E programs or projects in the security sector for national organizations, NGOs, IGOs, the UN, or private industry.
  • Master's degree or higher with formal training in AM&E.
  • One to three (1-3) years of experience in planning, executing, or overseeing policy or guidance for Security Cooperation activities.
  • DoD Secret clearance.

Compensation

Dexis evaluates compensation holistically, considering external market research, budgetary constraints, and internal equity to determine a fair and competitive salary. The pay range for this role is $110,000-$130,000 USD.
