Duties

Major duties include but are not limited to:
Administer the Enforcement Management System (EMS) within the Division. Develop specifications for data to be collected based on a knowledge of the agency's enforcement strategy and the development of plans to monitor enforcement progress against the strategy. Design, review, and change the system including information to be collected based on requirements to monitor investigative results considering enforcement strategy and agency goals. Develop procedures and functional requirements for changes, reports, and procedures for analysis of information collected. Interact with senior-level management officials in field offices for purpose of systems design or alteration of design. During design phases and changes to the system, the incumbent has extensive contact with contractors to ensure changes are in line with desired outcomes. Serve as coordinator and liaison with field offices providing technical assistance across EBSA. Convey and explain information in a way that facilitates understanding through dialogue, one-on-one conversations, and structured discussions. Skill in speaking effectively and actively listening to understand others' views and concerns to apply logical thinking to gather and analyze information, design, and test solutions to problems, and formulate and execute plans. Communicate written and oral reports in authoritative, clear, concise, and logical terms and present recommendations and conclusions to senior/executive Agency staff as well as representatives of other Federal agencies, private industry, and participant groups. Coordinate with other government agencies such as the GAO and OIG when such agencies are seeking information about EBSA enforcement operations. Oversee the collection of various types of administrative information requested by senior management, DOL management, and congressional staff. Review and analyze trends (e.g., increase in the number of subpoenas and the noncompliance by service providers and financial institutions with subpoenas; increase in the number of cases opened in the field and closed without action; increase in the use of voluntary compliance letters by the field), to recommend revisions to existing agency policies, procedures, and standards. Provide continual analysis and evaluation of the impact of the enforcement results data collected by the EMS. This analysis includes case results, demographics of plans targeted for investigation, enforcement strategy and methodology, types of violations, resources expended compared to actual results, etc. Determine trends, significant patterns, and variations from objectives.

Must be a U.S. Citizen. Must be at least 16 years old. Candidate required to obtain the necessary security/investigation level. Requires a probationary period if the requirement has not been met.

Qualifications

You must meet the Specialized Experience to qualify for the Program Analyst position, as described below.

For GS-13: Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.

Specialized Experienceis the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-13 includes:
1) Analyzing and evaluating the impact of the enforcement results data collected by the Agency;
2) Developing and presenting formal written recommendations to Senior leadership on changes in performance metrics and outcomes;
3) Assisting in the implementation of a long-range planning process moving toward Agency goals; and
4) Leading or participating in a performance or program improvement project or group.

Education

There is no substitution of education for experience at the GS-13 level for this position.

Additional information

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.

This position is at the Full-Performance Level (FPL). Based on agency needs, additional positions may be filled using this vacancy. This job is not 100% telework; it is subject to a 5-day minimum on-site work requirement per pay period.
