Duties

As a Program Analyst, you will:
Provide the key EVMS interface within NNSA including Headquarters, Field Offices, the NNSA Management and Operating (M&O) contractors and with DOE. Plan, organize, and lead or personally perform analytical studies involving the NNSA M&O contractors' EVMS systems at NNSA sites for large capital line-item projects to determine their adequacy to monitor project performance, provide reliable metrics and compliance to EIA-748. Review, assess, and oversee contractor EVMS data for line-item projects at NNSA sites helping ensure that design and construction are completed in conformance with cost, scope, and schedule, and performance metrics follow established requirements and industry best practices. Provide EVMS expertise to senior NNSA leadership including development and reporting of key metrics and dashboards to help understand project health. Guide and assist the NNSA Federal Project Directors overseeing these projects, participate in project reviews providing critical examination of the EVMS processes and data and help deliver NNSA projects on budget and schedule.

SPECIALIZED EXPERIENCE REQUIREMENTS

SPECIALIZED EXPERIENCE: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the Federal service i.e., NQ-03 or GS-14.

Specialized experience is defined as demonstrating experience as key interface between leadership, program implementors, and senior policymakers on issues related to programmatic guidance and direction, risk and trend analyses of Earned Value Management Systems (EVMS) and procedures of M&O contractors, executability reviews and performance monitoring activities for capital line-item projects with applicable partners and organizations.

Examples of Specialized Experience:
Experience being responsible and accountable for initiating, planning, executing and monitoring earned value management system (EVMS) compliance for external entities such as clients and contractors. Experience being knowledgeable in program and project management concepts, principles, methods, and practices for management of the large capital line-item projects with specific focus on EVMS implementation in the government or private sector.

Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.
