Role description:
The Payroll and Tax Manager oversees the day-to-day management of payroll operations, including ownership of core payroll processes and procedures, management of the payroll and payroll tax operations, delivering and monitoring service level commitments, and appropriate delegation of day-to-day work requests. This role ensures data integrity, confidentiality and process flow to ensure efficient and effective payroll operations. This position works closely with the Senior HR Systems and Payroll Manager to develop and manage the strategic direction for the payroll and payroll tax function.
Responsibilities:
• Leverages their comprehensive knowledge of payroll and timekeeping concepts and principles and proficiency in all aspects of related system
• Provide coaching, mentorship, performance development of the payroll and payroll tax operations, coordinating workload to assure priorities are established and executed
• Responsible for on-time and accurate exempt and non-exempt payroll processing for various payroll frequencies, locations, union and non-union throughout the United States in compliance with federal, state and local laws
• Manage the daily operations for the US payroll and payroll tax operations team, through work allocation, training, and problem resolution; leads compliance with federal, state, and local policies and procedures
• Lead SOX controls and ensure SOX compliance and requirements are met including multi-state SOX compliant payroll
• Hold responsibility for preparing, and maintaining procedures and documentation for Payroll and Tax Operations department
• Test ADP Quarterly Interface
• Ensure the completion end-to-end payroll process and confidentiality of data
• Provide timely response for tax notice response and maintains tax jurisdiction set up
• Certify that payroll tax data is reported accurately and timely.
• Serve as a liaison with other departments, units, or locations in the resolution of payroll problems
• Verify the accurate and timely completion of any necessary W2-C’s
• Manage the relationship with and works with third-party vendors who provide information for payroll processing
• Coordinate with third parties for tax updates to the payroll system, ensuring accuracy and timeliness
• Own daily payroll issues tracker / ticketing system, including support for HR leaders in resolving payroll issues, irregular payments, and employee or vendor inquiries
• Achieve payroll performance metrics and Service Level Agreements (SLAs)
• Provide excellent customer service and support to employees, HR team, business functions, and external customers, providing timely and complete responses and follow-up to questions and information requests
• Oversee payroll relationship with HR leaders at locations ensuring customer satisfaction
• Develop and perform weekly payroll audits
• Confirm payroll standards of procedures (SOP’s) are up-to-date and comprehensive for cross-training and backup as needed in case of unplanned absence or emergency
• Serve as the escalation point for all payroll and tax issues in all jurisdictions
• Research and resolve payroll problems that arise, often working closely with Human Resource Information System (HRIS) team for prompt resolution
• Act as the payroll lead for implementations, acquisitions, mergers and payroll projects
• Responsible for payroll compliance research, testing and implementation of newly rolled out features and enhancements to the payroll functions of the system
o Work closely with the HRIS Manager on system setup and interface with time and payroll systems
• Collaborate with accounting department for general ledger inquiries, etc.
• Govern the research, testing and implementation of newly rolled out features and enhancements
• Exercise discretion in situations where the policy may not specifically address the unique situation and ensures compliance with company policy and regulations
• Perform processing duties if the need arises to ensure payroll processing deadlines are met and other job-related duties as needed
Minimum Skills / Qualifications:
• Bachelor’s degree in business, finance, accounting, human resources, information systems, or a related field
• Six (6) years of payroll experience with an emphasis on management of staff and payroll systems (union and non-union)
• Ability to proactively identify problems and take steps to solve issues and updated processes as needed
• Extensive knowledge of federal, state and local employment laws and practices
• Proven experience in multi-state/local tax, G/L, and SOX audit/compliance
• Demonstrated initiative to learn new systems, programs and stay current on best practices
• Initiative to take on new projects, learn new systems, and keep apprised of changing regulations
• Strong technical skills in Microsoft Word, PowerPoint and Excel (emphasis on Excel proficiency - vlookups, and pivot tables)
• Customer centric focus
• Ability to exercise judgment and make sound decisions quickly
• Flexibility to adapt to different schedule demands and deadlines and meet the needs of customers in different time zones
• Excellent written and verbal communication skills to compose and deliver communication materials to all levels of the organization
• Ability to multi-task and manage day to day job duties while also completing special projects on time and accurately
• Ability to travel up to 10%
Preferred Skills / Qualifications:
• Certified Payroll Professional (CPP) designation
• HR and/or Payroll certification such as PHR or SPHR
• Master's degree in business, finance, accounting, human resources, information systems, or a related field
• Experience with PeopleSoft, SAP SuccessFactors, ADP WFN/Vantage/Global View and Kronos
• Zendesk, Service Now or other ticket management experience
