Major Duties and Responsibilities

Participates as a member of the Bureau of Data Analytics and Surveillance, responsible for routine and ongoing data collection, analyses and evaluation of programmatic activities and policy (e.g., formative, process, and outcome evaluation) related to maternal mortality and morbidity for Pregnancy-Associated Mortality Review (PAMR). Develops evaluation and performance measurement plans, including logic models, indicators/metrics, key evaluation questions and workplans related to objectives and activities in the Clinical Initiatives section. Drafts and implements methodologies with supervisor approval to be used to analyze and evaluate performance data (e.g., sources of data, definitions of measures, date range or time period that evaluation and performance data will be collected). Develops and administers surveys and assessments to evaluate program progress or impact. Conducts data analyses of program data, evaluation data and program and federal grant performance metrics. Writes reports, develops presentations (e.g., PowerPoint presentations), and prepares correspondence and data products for dissemination (e.g., reports, fact sheets, data briefs, infographics, data visualization) regarding PAMR and program purpose, functions, policies/procedures, data collection, data analysis, and results for various audiences (e.g., public, local health departments, legislators, health care organizations). Recommends how evaluation and performance measures will be used to improve the program (e.g., impact on improving public health outcomes, effectiveness of grants, cost - effectiveness or cost benefit). Recommends how results of evaluation studies will be used for performance improvement. Develops data dissemination plans for a variety of target audiences. Assists supervisor in measuring targeted objectives and outcomes defined in the Clinical Initiative section's workplan for federal and state funding (e.g., assessment, assurance, and policy development). Participates in PAMR quality improvement activities and supports monitoring of PAMR quality improvement grants and contracts data (e.g., reviews quarterly data reports, monitoring outcome data associated with vendor reporting). Monitors and provides analysis and interpretation of data, including quality of data, and compiles data reports. Collects PAMR data to define problems, establish facts & draw valid conclusions/projections. Applies multiple regression or multivariate analysis; research methodology, measurement & testing, analysis of variance & survey sampling of PAMR data. Tabulates and analyzes data using standard and complex statistical measures and determines appropriate statistical methods for specific data sets (e.g., calculations of rates, generation of projections and estimates. logistic regression and other multivariate regression). Develops and regularly uses data collection systems. Develops data visualization tools for monitoring (e.g. Tableau dashboards). Operates personal computer for word processing, database management, and presentation of data, graphics, and spreadsheet maintenance. Conducts data analysis using statistical computer software packages (e.g., SAS).

Formulates and implements public health policies related to prevention of maternal mortality and morbidity. Proposes plan to meet reporting requirements of federal funder and the State (e.g., how data will be reported and how evaluation findings will be used for continuous quality improvement). Assists supervisor in preparing grant applications including DCY requests for proposal (RFP) and external funding opportunities (e.g., develops evaluation methods, data collection plans, workplans, progress reports). Ensures compliance with state and federal program/grant data collection and reporting requirements. Develops and maintains systems to monitor, track and report program information (e.g., data requests, performance measures).

Provides analytical support for Clinical Initiatives Section, PAMR (e.g., conducts analysis of maternal mortality and morbidity). Researches and interprets data and information concerning maternal health, social determinants, health equity, data monitoring and process/outcome evaluation (e.g., published papers, policies/procedures). Maintains and develops skills related to health policy and health services research (e.g., attends conferences and training sessions, reads journals and other current literature, participates in webinars). Researches and identifies relevant national, state, and local data sources to use for program planning, monitoring, and evaluation. Participates in federal grant activities (e.g., Maternal Health Task Force, PAMR Committee meetings, HRSA maternal health innovation projects, etc.). Coordinates and facilitates meetings (e.g., prepares agendas, arranges speakers, leads meetings independently); reviews local data reports and evaluation plans; maintains PAMR data listserv; provides technical assistance to stakeholders (e.g., develops and provides job aids, health data and reports).

Researches and responds to inquiries from the public, media, legislators and others regarding data collection and analysis methodology and interpretation of results. Provides consultation and training to agency personnel, stakeholders, and other public health professionals. Participates in and provides analysis, monitoring and evaluation support to aligned external projects (e.g., shared projects with the Ohio Department of Medicaid). Works on bureau, office, department, and inter-departmental workgroups as assigned. Represents the Ohio Department of Children and Youth on data-related state and national advisory groups and attends meetings, trainings, and conferences, as assigned.

Hybrid Work Details

Subject to DCYs teleworking policy and an approved teleworking agreement, this position is eligible to work from a remote location on a hybrid basis. The selected applicant may be required to complete initial trainings prior to being eligible to telework. All requests to telework are reviewed on a case-by-case basis and must be approved by DCY's Deputy Director of Human Resources and management, subject to the conditions outlined in the agency policy and teleworking agreement.

Completion of graduate core coursework in health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics or comparable field; 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling; 6 mos. trg. or 6 mos. exp. in use of computer programs/applications used for spreadsheets, statistical analysis & graphics presentation & word processing; 1 course or 3 mos. exp. in multiple regression or multivariate analysis.

-Or completion of undergraduate core coursework & 12 mos. exp. in one of following: health services administration, mathematics, statistics, actuarial science, public administration, allied health sciences, nursing, economics, public health,or comparable field; 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling; 6 mos. trg. or 6 mos. exp. in use of computer programs/applications used for spreadsheets, statistical analysis & graphics presentation & word processing; 1 course or 3 mos. exp. in multiple regression or multivariate analysis.
